The UK government has confirmed a widely expected U-turn related to “high risk” 5G vendors linked to the Chinese state — attributing the policy shift to the US recently imposing tighter sanctions on Huawei’s access to its technologies.
UK digital minister Oliver Dowden told parliament the new policy will bar telcos from buying 5G kit from Huawei and ZTE to install in new network builds from the end of this year. While any of their kit that’s already been installed in UK 5G networks must be removed by 2027.
Although legislation to enable the enforcement of the policy has still to be laid before parliament and could face challenges from MPs who want to seek a more rapid removal of Huawei kit.
Yesterday telco BT warned against any overly rapid rip-out of existing Huawei kit, suggesting it could cause mobile network outages, generate security risks and further delay upgrades to the country’s fiber broadband network which the government included in its manifesto. BT CEO Philip Jansen had suggested an ideal timeframe of seven years to remove existing Huawei 5G kit so the government appears to have served up its best case scenario, while still piling additional cost on next-gen network builds.
Dowden conceded that the new policy will also delay the rollout of UK 5G networks but claimed the government is prioritizing security over economic considerations.
“Clearly since January the situation has changed. On the 15th of May the US Department of Commerce announced that new sanctions had been imposed against Huawei through changes to the foreign direct product rules. This was a significant material change and one that we have to take into consideration,” he told parliament.
“These sanctions are not the first attempt by the US to restrict Huawei’s ability to supply equipment to 5G networks. They are, however, the first to have potentially severe impacts on Huawei’s ability to supply new equipment in the United Kingdom. The new US measures restrict Huawei’s abilities to produce important products using US technology or software.”
Dowden said the National Cyber Security Center had reviewed the new US sanctions and “significantly” changed their security assessment as a result — saying the government would publish a summary of the advice that had led to the policy U-turn when challenged on the U-turn by the shadow digital minister.
“Given the uncertainty this creates around Huawei’s supply chain the UK can no longer be confident it will be able to guarantee the security of future Huawei 5G equipment affected by the change in US foreign direct product rules,” Dowden added.
A Telecoms Security Bill had been slated to be introduced before the summer recess but will now be delayed until autumn given the policy swerve.
In terms of costs and time associated with restricting and then ripping out Huawei kit from UK 5G networks, Dowden suggested it would add between two to three years more to 5G rollouts — and cost up to £2BN.
“We have not taken this decision lightly and I must be frank about the consequences for every constituency in this country,” he said. “This will delay our roll out of 5G. Our decisions in January had already set back that rollout by a year and cost up to a billion pounds. Today’s decision to ban the procurement of new Huawei 5G equipment from the end of this year will delay the rollout by a further year and will add up to half a billion pounds to costs.”
The additional set of requiring operators to rip out existing Huawei 5G kit by 2027 will entail “hundreds of millions of pounds” more to their costs.
“This will have real consequences for the connections on which all our connections relay,” he further cautioned, warning against that going any “faster and further” than the 2027 target — saying to do so would add “considerable and unnecessary” additional costs and delays.
“The shorter we make the timetable for removal the greater the risk of actual disruption to mobile networks,” he also said.
It’s a very significant change of government policy vs the package of restrictions announced in January when Boris Johnson’s government expressed confidence it could manage any risk associated with vendors with deep links to the Chinese state.
And Dowden faced a barrage of questions from opposition politicians about the “screeching U-turn” and the associated delays to the UK’s 5G network infrastructure from not having taken this decision six months earlier.
Shadow digital minister Chi Onwurah said the government’s digital policy lay in tatters — and called for it to set up a multi-stakeholder taskforce to lead the infrastructure charge. “This entire saga has shown that the government cannot sort this mess out on their own,” she said. “We need a taskforce of industry representatives, academics, startups, regional government and regulators to develop a plan which delivers a UK [5G] network capability and security mobile network in the shortest possible timeframe.”
On government backbenches, Dowden’s statement was more broadly welcomed. Although Johnson has faced significant internal opposition from a group of rebel MPs in his own party to his earlier Huawei policy so it remains to be seen whether they can be convinced to back the new package. One rebel MP source, speaking to the Guardian, warned the fight is back on — saying they’ll table amendments to the telecoms security bill to further shrink the timeframe to rip out Huawei kit, including also for 3G and 4G, not just 5G.
On the issue of what’s to be done with kit from high risk vendors that’s in use in non-5G networks, the government sought to slip in another delay today — with Dowden telling parliament the issue “needs to be looked at”, and announcing a “technical consultation with operators to understand their supply chain alternatives”.
“Given there is only one other appropriate scale vendor for full fiber equipment we are going to embark on a short technical consultation with operators to understand their supply chain alternatives. So that we can avoid unnecessary delays to our Gigabit ambitions and prevent significant resilience risks,” he said.
The technical consultation will determine government policy toward Huawei outside 5G networks, Dowden added.
The government has said before it’s taking steps to increase diversification in the supply chain around 5G network infrastructure kit. Dowden reiterated that line today, saying the UK is working with Five Eyes partners to try to accelerate diversification, while tempering the ambition by couching it as a global problem.
Over the longer term he said the UK wants to encourage and support operators to use multiple vendors per network as standard, though again he cautioned that the development of such open RAN networks will take time.
In the nearer, medium term, he suggested other large scale vendors would be needed to step in — saying the government is already having technical discussions with alternative telecoms kit makers, including Samsung and NEC, about accessing the UK market to plug the gap opened up by the removal of Huawei equipment.
“We are already engaging extensively with operators and vendors and governments around the world about supporting and accelerating the process of diversification. We recognize that this is a global issue that requires international collaboration to deliver a lasting solution so we’re working with our Five Eyes partners and our friends around the world to bring together a coalition to deliver our shared goals,” he added.

This disappointing decision is bad news for anyone in the UK with a mobile phone. It threatens to move Britain into the digital slow lane, push up bills and deepen the digital divide. Instead of ‘levelling up’ the government is levelling down and we urge them to reconsider. We remain confident that the new US restrictions would not have affected the resilience or security of the products we supply to the UK.
Regrettably our future in the UK has become politicized, this is about US trade policy and not security. Over the past 20 years, Huawei has focused on building a better connected UK. As a responsible business, we will continue to support our customers as we have always done.

The chief executive of UK incumbent telco BT has warned any government move to require a rapid rip-out of Huawei kit from existing mobile infrastructure could cause network outages for mobile users and generate its own set of security risks.
Huawei has been the focus of concern for Western governments including the US and its allies because of the scale of its role in supplying international networks and next-gen 5G, and its close ties to the Chinese government — leading to fears that relying on its equipment could expose nations to cybersecurity threats and weaken national security.
The UK government is widely expected to announce a policy shift tomorrow, following reports earlier this year that it would reverse course on so called “high risk” vendors and mandate a phase out of use of such kit in 5G networks by 2023.
Speaking to BBC Radio 4’s Today program this morning, BT CEO Philip Jansen said he was not aware of the detail of any new government policy but warned too rapid a removal of Huawei equipment would carry its own risks.
“Security and safety in the short term could be put at risk. This is really critical — because if you’re not able to buy or transact with Huawei that would mean you wouldn’t be able to get software upgrades if you take it to that specificity,” he said.
“Over the next five years we’d expect 15-20 big software upgrades. If you don’t have those you’re running gaps in critical software that could have security implications far bigger than anything we’re talking about in terms of managing to a 35% cap in the access network of a mobile operator.”
“If we get a situation where things need to go very, very fast then you’re in a situation where potentially service for 24M BT Group mobile customers is put into question,” he added, warning that “outages would be possible”.
Back in January the government issued a much delayed policy announcement setting out an approach to what it dubbed “high risk” 5G vendors — detailing a package of restrictions it said were intended to mitigate any risk, including capping their involvement at 35% of the access network. Such vendors would also be entirely barred them from the sensitive “core” of 5G networks. However the UK has faced continued international and domestic opposition to the compromise policy, including from within its own political party.
Wider geopolitical developments — such as additional US sanctions on Huawei and China’s approach to Hong Kong, a former British colony — appear to have worked to shift the political weather in Number 10 Downing Street against allowing even a limited role for Huawei.
Asked about the feasibility of BT removing all Huawei kit, not just equipment used for 5G, Jansen suggested the company would need at least a decade to do so.
“It’s all about timing and balance,” he told the BBC. “If you wanted to have no Huawei in the whole telecoms infrastructure across the whole of the UK I think that’s impossible to do in under ten years.”
If the government policy is limited to only removing such kit from 5G networks Jansen said “ideally” BT would want seven years to carry out the work — though he conceded it “could probably do it in five”.
“The current policy announced in January was to cap the use of Huawei or any high risk vendor to 35% in the access network. We’re working towards that 35% cap by 2023 — which I think we can make although it has implications in terms of roll out costs,” he went on. “If the government makes a policy decision which effectively heralds a change from that announced in January then we just need to understand the potential implications and consequences of that.
“Again we always — at BT and in discussions with GCHQ — we always take the approach that security is absolutely paramount. It’s the number one priority. But we need to make sure that any change of direction doesn’t lead to more risk in the short term. That’s where the detail really matters.”
Jansen fired a further warning shot at Johnson’s government, which has made a major push to accelerate the roll out of fiber wired broadband across the country as part of a pledge to “upgrade” the UK, saying too tight a timeline to remove Huawei kit would jeopardize this “build out for the future”. Instead, he urged that “common sense” prevail.
“There is huge opportunity for the economy, for the country and for all of us from 5G and from full fiber to the home and if you accelerate the rip out obviously you’re not building either so we’ve got to understand all those implications and try and steer a course and find the right balance to managing this complicated issue.
“It’s really important that we very carefully weigh up all the different considerations and find the right way through this — depending on what the policy is and what’s driving the policy. BT will obviously and is talking directly with all parts of government, [the National] Cyber Security Center, GCHQ, to make sure that everybody understands all the information and a sensible decision is made. I’m confident that in the end common sense will prevail and we will head down the right direction.”
Asked whether it agrees there are security risks attached to an accelerated removal of Huawei kit, the UK’s National Cyber Security Centre declined to comment. But a spokesperson for the NCSC pointed us to an earlier statement in which it said: “The security and resilience of our networks is of paramount importance. Following the US announcement of additional sanctions against Huawei, the NCSC is looking carefully at any impact they could have to the U.K.’s networks.”
We’ve also reached out to DCMS for comment. Update: A government spokesperson said: “We are considering the impact the US’s additional sanctions against Huawei could have on UK networks. It is an ongoing process and we will update further in due course.”

The UK has given up building a centralized coronavirus contacts-tracing app and will instead switch to a decentralized app architecture, the BBC has reported. This suggests its any future app will be capable of plugging into the joint ‘exposure notification’ API which has been developed in recent weeks by Apple and Google.
The UK’s decision to abandon a bespoke app architecture comes more than a month after ministers had been reported to be eyeing such a switch. They went on to award a contract to an IT supplier to develop a decentralized tracing app in parallel as a backup — while continuing to test the centralized app, which is called NHS COVID-19.
At the same time, a number of European countries have now successfully launched contracts-tracing apps with a decentralized app architecture that’s able to plug into the ‘Gapple’ API — including Denmark, Germany, Italy, Latvia and Switzerland. Several more such apps remain in testing. While EU Member States just agreed on a technical framework to enable cross-border interoperability of apps based on the same architecture.
Germany — which launched the decentralized ‘Corona Warning App’ this week — announced its software had been downloaded 6.5M times in the first 24 hours. The country had initially appeared to favor a centralized approach but switched to a decentralized model back in April in the face of pushback from privacy and security experts.
The UK’s NHS COVID-19 app, meanwhile, has not progressed past field tests, after facing a plethora of technical barriers and privacy challenges — as a direct consequence of the government’s decision to opt for a proprietary system which uploads proximity data to a central server, rather than processing exposure notifications locally on device.
Apple and Google’s API, which is being used by all Europe’s decentralized apps, does not support centralized app architectures — meaning the UK app faced technical hurdles related to accessing Bluetooth in the background. The centralized choice also raised big questions around cross-border interoperability, as we’ve explained before. Questions had also been raised over the risk of mission creep and a lack of transparency and legal certainty over what would be done with people’s data.
So the UK’s move to abandon the approach and adopt a decentralized model is hardly surprising — although the time it’s taken the government to arrive at the obvious conclusion does raise some major questions over its competence at handling technology projects.
Michael Veale, a lecturer in digital rights and regulation at UCL — who has been involved in the development of the DP3T decentralized contacts-tracing standard, which influenced Apple and Google’s choice of API — welcomed the UK’s decision to ditch a centralized app architecture but questioned why the government has wasted so much time.
“This is a welcome, if a heavily and unnecessarily delayed, move by NHSX,” Veale told TechCrunch. “The Google -Apple system in a way is home-grown: Originating with research at a large consortium of universities led by Switzerland and including UCL in the UK. NHSX has no end of options and no reasonable excuse to not get the app out quickly now. Germany and Switzerland both have high quality open source code that can be easily adapted. The NHS England app will now be compatible with Northern Ireland, the Republic of Ireland, and also the many destinations for holidaymakers in and out of the UK.”
Perhaps unsurprisingly, UK ministers are now heavily de-emphasizing the importance of having an app in the fight against the coronavirus at all.
The Department for Health and Social Care’s, Lord Bethell, told the Science and Technology Committee yesterday the app will not now be ready until the winter. “We’re seeking to get something going for the winter, but it isn’t a priority for us,” he said.
Yet the centralized version of the NHS COVID-19 app has been in testing in a limited geographical pilot on the Isle of Wight since early May — and up until the middle of last month health minister, Matt Hancock, had said it would be rolled out nationally in mid May.
Of course that timeframe came and went without launch. And now the prospect of the UK having an app at all is being booted right into the back end of the year.
Compare and contrast that with government messaging at its daily coronavirus briefings back in May — when Hancock made “download the app” one of the key slogans — and the word ‘omnishambles‘ springs to mind…
NHSX relayed our request for comment on the switch to a decentralized system and the new timeframe for an app launch to the Department of Health and Social Care (DHSC) — but the department had not responded to us at the time of publication.
Earlier this week the BBC reported that a former Apple executive, Simon Thompson, was taking charge of the delayed app project — while the two lead managers, the NHSX’s Matthew Gould and Geraint Lewis — were reported to be stepping back.
Back in April, Gould told the Science and Technology Committee the app would “technically” be ready to launch in 2-3 weeks’ time, though he also said any national launch would depend on the preparedness of a wider government program of coronavirus testing and manual contacts tracing. He also emphasized the need for a major PR campaign to educate the public on downloading and using the app.
Government briefings to the press today have included suggestions that app testers on the Isle of Wight told it they were not comfortable receiving COVID-19 notifications via text message — and that the human touch of a phone call is preferred.
However none of the European countries that have already deployed contacts-tracing apps has promoted the software as a one-stop panacea for tackling COVID-19. Rather tracing apps are intended to supplement manual contacts-tracing methods — the latter involving the use of trained humans making phone calls to people who have been diagnosed with COVID-19 to ask who they might have been in contact with over the infectious period.
Even with major resource put into manual contacts-tracing, apps — which use Bluetooth signals to estimate proximity between smartphone users in order to calculate virus expose risk — could still play an important role by, for example, being able to trace strangers who are sat near an infected person on public transport.
Update: The DHSC has now issued a statement addressing reports of the switch of app architecture for the NHS COVID-19 app — in which it confirms, in between reams of blame-shifting spin, that it’s testing a new app that is able to plug into the Apple and Google API — and which it says it may go on to launch nationally, but without providing any time frame.
It also claims it’s working with Apple and Google to try to enhance how their technology estimates the distance between smartphone users.
“Through the systematic testing, a number of technical challenges were identified — including the reliability of detecting contacts on specific operating systems — which cannot be resolved in isolation with the app in its current form,” DHSC writes of the centralized NHS COVID-19 app.
“While it does not yet present a viable solution, at this stage an app based on the Google / Apple API appears most likely to address some of the specific limitations identified through our field testing. However, there is still more work to do on the Google / Apple solution which does not currently estimate distance in the way required.”
“Based on this, the focus of work will shift from the current app design and to work instead with Google and Apple to understand how using their solution can meet the specific needs of the public,” it adds.
We reached out to Apple and Google for comment. Apple declined to comment.
According to one source, the UK has been pressing for the tech giants’ API to include device model and RSSI info alongside the ephemeral IDs which devices that come into proximity exchange with each other — presumably to try to improve distance calculations via a better understanding of the specific hardware involved.
However introducing additional, fixed pieces of device-linked data would have the effect of undermining the privacy protections baked into the decentralized system — which uses ephemeral, rotating IDs in order to prevent third party tracking of app users. Any fixed data-points being exchanged would risk unpicking the whole anti-tracking approach.
Norway, another European country which opted for a centralized approach for coronavirus contacts tracing — but got an app launched in mid April — made the decision to suspend its operation this week, after an intervention by the national privacy watchdog. In that case the app was collecting both GPS and Bluetooth — posing a massive privacy risk. The watchdog warned the public health agency the tool was no longer a proportionate intervention — owing to what are now low levels of coronavirus risk in the country.

London-based Greyparrot, which uses computer vision AI to scale efficient processing of recycling, has bagged £1.825 million (~$2.2M) in seed funding, topping up the $1.2M in pre-seed funding it had raised previously. The latest round is led by early stage European industrial tech investor Speedinvest, with participation from UK-based early stage b2b investor, Force Over Mass.
The 2019 founded startup — and TechCrunch Disrupt SF battlefield alum — has trained a series of machine learning models to recognize different types of waste, such as glass, paper, cardboard, newspapers, cans and different types of plastics, in order to make sorting recycling more efficient, applying digitization and automation to the waste management industry.
Greyparrot points out that some 60% of the 2BN tonnes of solid waste produced globally each year ends up in open dumps and landfill, causing major environmental impact. While global recycling rates are just 14% — a consequence of inefficient recycling systems, rising labour costs, and strict quality requirements imposed on recycled material. Hence the major opportunity the team has lit on for applying waste recognition software to boost recycling efficiency, reduce impurities and support scalability.
By embedding their hardware agnostic software into industrial recycling processes Greyparrot says it can offer real-time analysis on all waste flows, thereby increasing efficiency while enabling a facility to provide quality guarantee to buyers, mitigating against risk.
Currently less than 1% of waste is monitored and audited, per the startup, given the expensive involved in doing those tasks manually. So this is an application of AI that’s not so much taking over a human job as doing something humans essentially don’t bother with, to the detriment of the environment and its resources.
Greyparrot’s first product is an Automated Waste Monitoring System which is currently deployed on moving conveyor belts in sorting facilities to measure large waste flows — automating the identification of different types of waste, as well as providing composition information and analytics to help facilities increase recycling rates.
It partnered with ACI, the largest recycling system integrator in South Korea, to work on early product-market fit. It says the new funding will be used to further develop its product and scale across global markets. It’s also collaborating with suppliers of next-gen systems such as smart bins and sorting robots to integrate its software.
“One of the key problems we are solving is the lack of data,” said Mikela Druckman, co-founder & CEO of Greyparrot in a statement. “We see increasing demand from consumers, brands, governments and waste managers for better insights to transition to a more circular economy. There is an urgent opportunity to optimise waste management with further digitisation and automation using deep learning.”
“Waste is not only a massive market — it builds up to a global crisis. With an increase in both world population and per capita consumption, waste management is critical to sustaining our way of living. Greyparrot’s solution has proven to bring down recycling costs and help plants recover more waste. Ultimately it unlocks the value of waste and creates a measurable impact for the environment,” added Marie-Hélène Ametsreiter, lead partner at Speedinvest Industry, in another statement.
Greyparrot is sitting pretty in another aspect — aligning with several strategic areas of focus for the European Union, which has made digitization of legacy industries, industrial data sharing, investment in AI, plus a green transition to a circular economy core planks of its policy plan for the next five+ years. Just yesterday the Commission announced a €750BN pan-EU support proposal to feed such transitions as part of a wider coronavirus recovery plan for the trading bloc.

It seems that we are in the middle of a mini acquisition spree for Kubernetes startups, specifically those that can help with Kubernetes security. In the latest development, Venafi, a vendor of certificate and key management for machine-to-machine connections, is acquiring Jetstack, a U.K. startup that helps enterprises migrate and work within Kubernetes and cloud-based ecosystems, which has also been behind the development of cert-manager, a popular, open-source native Kubernetes certificate management controller.
Financial terms of the deal, which is expected to close in June of this year, have not been disclosed, but Jetstack has been working with Venafi to integrate its services and had a strategic investment from Venafi’s Machine Identity Protection Development Fund.
Venafi is part of the so-called “Silicon Slopes” cluster of startups in Utah. It has raised about $190 million from investors that include TCV, Silver Lake and Intel Capital and was last valued at $600 million. That was in 2018, when it raised $100 million, so now it’s likely Venafi is worth more, especially considering its customers include the top five U.S. health insurers, the top five U.S. airlines, the top four credit card issuers, three out of the top four accounting and consulting firms, four of the top five U.S., U.K., Australian and South African banks and four of the top five U.S. retailers.
For the time being, the two organizations will continue to operate separately, and cert-manager — which has hundreds of contributors and millions of downloads — will continue on as before, with a public release of version 1 expected in the June-July time frame.
The deal underscores not just how Kubernetes -based containers have quickly gained momentum and critical mass in the enterprise IT landscape, in particular around digital transformation, but specifically the need to provide better security services around that at speed and at scale. The deal comes just one day after VMware announced that it was acquiring Octarine, another Kubernetes security startup, to fold into Carbon Black (an acquisition it made last year).
“Nowadays, business success depends on how quickly you can respond to the market,” said Matt Barker, CEO and co-founder of Jetstack . “This reality led us to re-think how software is built and Kubernetes has given us the ideal platform to work from. However, putting speed before security is risky. By joining Venafi, Jetstack will give our customers a chance to build fast while acting securely.”
To be clear, Venafi had been offering Kubernetes integrations prior to this — and Venafi and Jetstack have worked together for two years. But acquiring Jetstack will give it direct, in-house expertise to speed up development and deployment of better tools to meet the challenges of a rapidly expanding landscape of machines and applications, all of which require unique certificates to connect securely.
“In the race to virtualize everything, businesses need faster application innovation and better security; both are mandatory,” said Jeff Hudson, CEO of Venafi, in a statement. “Most people see these requirements as opposing forces, but we don’t. We see a massive opportunity for innovation. This acquisition brings together two leaders who are already working together to accelerate the development process while simultaneously securing applications against attack, and there’s a lot more to do. Our mutual customers are urgently asking for more help to solve this problem because they know that speed wins, as long as you don’t crash.”
The crux of the issue is the sheer volume of machines that are being used in computing environments, thanks to the growth of Kubernetes clusters, cloud instances, microservices and more, with each machine requiring a unique identity to connect, communicate and execute securely, Venafi notes, with disruptions or misfires in the system leaving holes for security breaches.
Jetstack’s approach to information security came by way of its expertise in Kubernetes, developing cert-mananger specifically so that its developer customers could easily create and maintain certificates for their networks.
“At Jetstack we help customers realize the benefits of Kubernetes and cloud native infrastructure, and we see transformative results to businesses firsthand,” said Matt Bates, CTO and co-founder of Jetstack, in a statement. “We developed cert-manager to make it easy for developers to scale Kubernetes with consistent, secure, and declared-as-code machine identity protection. The project has been a huge hit with the community and has been adopted far beyond our expectations. “Is Greta Thunberg a hypocrite?” Google that phrase and you will get thousands of results. It just goes to show that, to a large extent, the “Q&A” model is broken on the internet. Where once Yahoo Answers and Quora were considered the bright young things of Web 2.0’s “Read/Write Web,” today there is only the chaos of myriad search results. Let’s face it, many have tried to really crack Q&A (remember “Mahalo”?), but few ever got very far — and most became zombie sites.
But look again and you will notice something. A site called Parlia sits at No. 3 on that search result for “Is Greta Thunberg a hypocrite.” But Parlia only launched (in stealth mode) in October last year.
So how can this be?
Well, this upstart in the Q&A space has now closed a pre-seed round of funding from Bloomberg Beta, Tiny VC and others (amount undisclosed).
And as founder, and former journalist, Turi Munthe tells me, the idea here is Parlia will become an “encyclopedia of opinion.”
“We’re a wiki: mapping out all the perspectives on both the breaking stories and controversies of the day, as well as the big evergreen questions: does God exist? Is Messi really better than Ronaldo? The way we’re building is to also help fix today’s polarisation, outrage and information silo-ing,” he tells me.
While most Q&A sites are geared around X versus Y, and focused on rational debate, Parlia is trying to map ALL the opinions out there: flat earthers’ included. It’s aiming to be descriptive not prescriptive, and is closer to a wiki, unlike Quora, where the authors are often selling “something” as well as themselves as experts.
The site is already on a tear. And also highly appropriate for this era.
Right now top subjects include “How to stay healthy during quarantine at home?” or “What are the effects of spending long periods in coronavirus isolation?” or “Will the coronavirus crisis bring society together?” The list goes on. Users see the arguments calmly, dispassionately laid out, alongside counter-arguments and all the other arguments and positions.
Says Munthe: “In 2016, I realized the age of political consensus was over. I watched as Britain spilt maybe a trillion words of argument in the build-up to the Brexit Referendum and thought: there are no more than a half-dozen reasons why people will vote either way.”
He realized that if there’s a finite number of arguments around something as huge and divisive as Brexit, then this would be true for everything. Thus, you could theoretically map the arguments around gun control, abortion, responses to the coronavirus, the threat of AI and pretty much everything.
So why would anyone want to do that? It’s, of course, a good thing in itself and would help people understand what they think as well as help them understand how the rest of the world thinks.
Luckily, there is also a business model. It will potentially carry ads, sponsorships, membership and user donations. Another is data. If they get it right, they will have surfaced foundational information about the very ways we think.
Munthe thinks all the users will come through Search. “The media opportunity, we think, is 100 million-plus pageviews/month,” he says.
Munthe’s co-founder is J. Paul Neeley, former professor of the Royal College of Art, and a service designer who’s worked with Unilever and the U.K.’s Cabinet Office. Munthe himself has been exploring the systemic issues of the media ecosystem for some time. From founding a small magazine in Lebanon, reporting in Iraq in 2003, then starting and exiting Demotix, to launching North Base Media (a media-focused VC).
The temptation, of course, is to allow bias to creep in return for commercial deals. But, says Menthe: “We will never work with political parties, and we will set up our own ethics advisory board. But that understanding should be of value to market researchers and institutions everywhere.”

A UK parliamentary committee that focuses on human rights issues has called for primary legislation to be put in place to ensure that legal protections wrap around the national coronavirus contact tracing app.
The app, called NHS COVID-19, is being fast tracked for public use — with a test ongoing this week in the Isle of Wight. It’s set to use Bluetooth Low Energy signals to log social interactions between users to try to automate some contacts tracing based on an algorithmic assessment of users’ infection risk.
The NHSX has said the app could be ready for launch within a matter of weeks but the committee says key choices related to the system architecture create huge risks for people’s rights that demand the safeguard of primary legislation.
“Assurances from Ministers about privacy are not enough. The Government has given assurances about protection of privacy so they should have no objection to those assurances being enshrined in law,” said committee chair, Harriet Harman MP, in a statement.
“The contact tracing app involves unprecedented data gathering. There must be robust legal protection for individuals about what that data will be used for, who will have access to it and how it will be safeguarded from hacking.
“Parliament was able quickly to agree to give the Government sweeping powers. It is perfectly possible for parliament to do the same for legislation to protect privacy.”
The NHSX, a digital arm of the country’s National Health Service, is in the process of testing the app — which it’s said could be launched nationally within a few weeks.
The government has opted for a system design that will centralize large amounts of social graph data when users experiencing COVID-19 symptoms (or who have had a formal diagnosis) choose to upload their proximity logs.
Earlier this week we reported on one of the committee hearings — when it took testimony from NHSX CEO Matthew Gould and the UK’s information commissioner, Elizabeth Denham, among other witnesses.
Warning now over a lack of parliamentary scrutiny — around what it describes as an unprecedented expansion of state surveillance — the committee report calls for primary legislation to ensure “necessary legal clarity and certainty as to how data gathered could be used, stored and disposed of”.
The committee also wants to see an independent body set up to carry out oversight monitoring and guard against ‘mission creep’ — a concern that’s also been raised by a number of UK privacy and security experts in an open letter late last month.
“A Digital Contact Tracing Human Rights Commissioner should be responsible for oversight and they should be able to deal with complaints from the Public and report to Parliament,” the committee suggests.
Prior to publishing its report, the committee wrote to health minister Matt Hancock, raising a full spectrum of concerns — receiving a letter in response.
In this letter, dated May 4, Hancock told it: “We do not consider that legislation is necessary in order to build and deliver the contact tracing app. It is consistent with the powers of, and duties imposed on, the Secretary of State at a time of national crisis in the interests of protecting public health.”
The committee’s view is Hancock’s ‘letter of assurance’ is not enough given the huge risks attached to the state tracking citizens’ social graph data.
“The current data protection framework is contained in a number of different documents and it is nearly impossible for the public to understand what it means for their data which may be collected by the digital contact tracing system. Government’s assurances around data protection and privacy standards will not carry any weight unless the Government is prepared to enshrine these assurances in legislation,” it writes in the report, calling for a bill that it says myst include include a number of “provisions and protections”.
Among the protections the committee is calling for are limits on who has access to data and for what purpose.
“Data held centrally may not be accessed or processed without specific statutory authorisation, for the purpose of combatting Covid-19 and provided adequate security protections are in place for any systems on which this data may be processed,” it urges.
It also wants legal protections against data reconstruction — by different pieces of data being combined “to reconstruct information about an individual”.
The report takes a very strong line — warning that no app should be released without “strong protections and guarantees” on “efficacy and proportionality”.
“Without clear efficacy and benefits of the app, the level of data being collected will be not be justifiable and it will therefore fall foul of data protection law and human rights protections,” says the committee.
The report also calls for regular reviews of the app — looking at efficacy; data safety; and “how privacy is being protected in the use of any such data”.
It also makes a blanket call for transparency, with the committee writing that the government and health authorities “must at all times be transparent about how the app, and data collected through it, is being used”.
A lack of transparency around the project was another of the concerns raised by the 177 academics who signed the open letter last month.
The government has committed to publishing data protection impact assessments for the app. But the ICO’s Denham still hadn’t had sight of this document as of this Monday.
Another call by the committee is for a time-limit to be attached to any data gathered by or generated via the app. “Any digital contact tracing (and data associated with it) must be permanently deleted when no longer required and in any event may not be kept beyond the duration of the public health emergency,” it writes.

There’s another element to this fast moving story: Yesterday the Financial Times reported that the NHSX has inked a new contract with an IT supplier which suggests it might be looking to change the app architecture — moving away from a centralized database to a decentralized system for contacts tracing. Although NHSX has not confirmed any such switch at this point.
Some other countries have reversed course in their choice of app architecture after running into technical challenges related to Bluetooth. The need to ensure public trust in the system was also cited by Germany for switching to a decentralized model.
The human rights committee report highlights a specific app efficacy issue of relevance to the UK, which it points out is also linked to these system architecture choices, noting that: “The Republic of Ireland has elected to use a decentralised app and if a centralised app is in use in Northern Ireland, there are risks that the two systems will not be interoperable which would be most unfortunate.”
Professor Lilian Edwards, a legal expert from Newcastle University, who has co-authored a draft bill proposing a set of safeguards for coronavirus apps (much of which was subsequently taken up by Australia for a legal instrument that wraps public health contact info during the coronavirus crisis) — and who also now sits as an independent advisor on an ethics committee that’s been set up for the NHSX app — welcomed the committee report.
Speaking in a personal capacity she told TechCrunch: “My team and I welcome this.”
But she flagged a couple of omissions in the report. “They have left out two of the recommendations from my bill — one of which, I totally expected; that there be no compulsion to carry a phone. Because they will just be assumed within our legal system but I don’t think it would have hurt to have said it. But ok.
“The second point — which is important — is the point about there not being compulsion to install the app or to display it. And there not being, therefore, discrimination against you if you don’t. Like not being allowed to go to your workplace is an obvious example. Or not being allowed to go to a football game when they reopen. And that’s the key point where the struggle is.”
The conflict, says Edwards, is on the one hand you could argue what’s the point of doing digital contact tracing at all if you can’t make sure people are able to receive notifications that they might be a contact. But — on the other — if you allow compulsion that then “leaves it open to be very discriminatory” — meaning people could abuse the requirement to target and exclude others from a workplace, for example.
“There are people who’ve got perfectly valid reasons to not want to have this on their phone,” Edwards added. “Particularly if it’s centralized rather than decentralized.”
She also noted that the first version of her draft coronavirus safeguards bill had allowed compulsion re: having the app on the phone but required it to be balanced by a proportionality analysis — meaning any such compulsion must be “proportionate to a legitimate aim”.
But after Australia opted for zero compulsion in its legal instrument she said she and her team decided to revise their bill to also strike out the provision entirely.
Edwards suggested the human rights committee may not have included this particular provision in their recommendations because parliamentary committees are only able to comment on evidence they receive during an inquiry. “So I don’t think it would have been in their remit to recommend on that,” she noted, adding: “It isn’t actually an indication that they’re not interested in these concepts; it’s just procedure I think.”
She also highlighted the issues of so-called ‘immunity passports’ — something the government has reportedly been in discussions with startups about building as part of its digital coronavirus response, but which the committee report also does not touch on.
However, without full clarity on the government’s evolving plans for its digital coronavirus response, and with, inevitably, a high degree of change and flux amid a public health emergency situation, it’s clearly difficult for committees to interrogate so many fast moving pieces.
“The select committees have actually done really, really well,” added Edwards. “But it just shows how the ground has shifted so much in a week.”

The UK may be rethinking its decision to shun Apple and Google’s API for its national coronavirus contacts tracing app, according to the Financial Times, which reported yesterday that the government is paying an IT supplier to investigate whether it can integrate the tech giants’ approach after all.
As we’ve reported before coronavirus contacts tracing apps are a new technology which aims to repurpose smartphones’ Bluetooth signals and device proximity to try to estimate individuals’ infection risk.
The UK’s forthcoming app, called NHS COVID-19, has faced controversy because it’s being designed to use a centralized app architecture. This means developers are having to come up with workarounds for platform limitations on background access to Bluetooth as the Apple-Google cross-platform API only works with decentralized systems.
The choice of a centralized app architecture has also raised concerns about the impact of such an unprecedented state data grab on citizens’ privacy and human rights, and the risk of state ‘mission creep‘.
The UK also looks increasingly isolated in its choice in Europe after the German government opted to switch to a decentralized model, joining several other European countries that have said they will opt for a p2p approach, including Estonia, Ireland and Switzerland.
In the region, France remains the other major backer of a centralized system for its forthcoming coronavirus contacts tracing app, StopCovid.
Apple and Google, meanwhile, are collaborating on a so-called “exposure notification” API for national coronavirus contacts tracing apps. The API is slated to launch this month and is designed to remove restrictions that could interfere with how contact events are logged. However it’s only available for apps that don’t hold users’ personal data on central servers and prohibits location tracking, with the pair emphasizing that their system is designed to put privacy at the core.
Yesterday the FT reported that NHSX, the digital transformation branch of UK’s National Health Service, has awarded a £3.8M contract to the London office of Zuhlke Engineering, a Switzerland-based IT development firm which was involved in developing the initial version of the NHS COVID-19 app.
The contract includes a requirement to “investigate the complexity, performance and feasibility of implementing native Apple and Google contact tracing APIs within the existing proximity mobile application and platform”, per the newspaper’s report.
The work is also described as a “two week timeboxed technical spike”, which the FT suggests means it’s still at a preliminary phase — thought it also notes the contract includes a deadline of mid-May.
The contracted work was due to begin yesterday, per the report.
We’ve reached out to Zuhlke for comment. Its website describes the company as “a strong solutions partner” that’s focused on projects related to digital product delivery; cloud migration; scaling digital platforms; and the Internet of Things.
We also put questions arising from the FT report to NHSX.
At the time of writing the unit had not responded but yesterday a spokesperson told the newspaper: “We’ve been working with Apple and Google throughout the app’s development and it’s quite right and normal to continue to refine the app.”
The specific technical issue that appears to be causing concern relates to a workaround the developers have devised to try to circumvent platform limitations on Bluetooth that’s intended to wake up phones when the app itself is not being actively used in order that the proximity handshakes can still be carried out (and contacts events properly logged).
Thing is, if any of the devices fail to wake up and emit their identifiers so other nearby devices can log their presence there will be gaps in the data. Which, in plainer language, means the app might miss some close encounters between users — and therefore fail to notify some people of potential infection risk.
Recent reports have suggested the NHSX workaround has a particular problem with iPhones not being able to wake up other iPhones. And while Google’s Android OS is the more dominant platform in the UK (running on circa ~60% of smartphones, per Kantar) there will still be plenty of instances of two or more iPhone users passing near each other. So if their apps fail to wake up they won’t exchange data and those encounters won’t be logged.
On this, the FT quotes one person familiar with the NHS testing process who told it the app was able to work in the background in most cases, except when two iPhones were locked and left unused for around 30 minutes, and without any Android devices coming within 60m of the devices. The source also told it that bringing an Android device running the app close to the iPhone would “wake up” its Bluetooth connection.
Clearly, the government having to tell everyone in the UK to use an Android smartphone not an iPhone wouldn’t be a particularly palatable political message.

One source with information about the NHSX testing process told us the unit has this week been asking IT suppliers for facilities or input on testing environments with “50-100 Bluetooth devices of mixed origin”, to help with challenges in testing the Bluetooth exchanges — which raises questions about how extensively this core functionality has been tested up to now. (Again, we’ve put questions to the NHSX about testing and will update this report with any response.)
Work on planning and developing the NHS COVID-19 app began March 7, according to evidence given to a UK parliamentary committee by the NHSX CEO’s, Matthew Gould, last month.
Gould has also previously suggested that the app could be “technically” ready to launch in as little as two or three weeks time from now. While a limited geographical trial of the app kicked off this week in the Isle of Wight. Prior to that, an alpha version of the app was tested at an RAF base involving staff carrying out simulations of people going shopping, per a BBC report last month.
Gould faced questions over the choice of centralized vs decentralized app architecture from the human rights committee earlier this week. He suggested then that the government is not “locked” to the choice — telling the committee: “We are constantly reassessing which approach is the right one — and if it becomes clear that the balance of advantage lies in a different approach then we will take that different approach. We’re not irredeemably wedded to one approach; if we need to shift then we will… It’s a very pragmatic decision about what approach is likely to get the results that we need to get.”
However it’s unclear how quickly such a major change to app architecture could be implemented, given centralized vs decentralized systems work in very different ways.
Additionally, such a big shift — more than two months into the NHSX’s project — seems, at such a late stage, as if it would be more closely characterized as a rebuild, rather than a little finessing (as suggested by the NHSX spokesperson’s remark to the FT vis-a-vis ‘refining’ the app).
In related news today, Reuters reports that Colombia has pulled its own coronavirus contacts tracing app after experiencing glitches and inaccuracies. The app had used alternative technology to power contacts logging via Bluetooth and wi-fi. A government official told the news agency it aims to rebuild the system and may now use the Apple-Google API.
Australia has also reported Bluetooth related problems with its national coronavirus app. And has also been reported to be moving towards adopting the Apple-Google API.
While, Singapore, the first country to launch a Bluetooth app for coronavirus contacts tracing, was also the first to run into technical hitches related to platform limits on background access — likely contributing to low download rates for the app (reportedly below 20%).

Oxwash, a UK-based laundry startup that’s aiming to disrupt traditional but environmentally costly washing and dry-cleaning processes by using ozone to sterilize fabrics at lower temperatures, along with electric cargo bikes for hyper local pick ups and deliveries, has bagged a £1.4 million (~$1.7M) seed.
Backers in the funding round include TrueSight Ventures, Biz Stone (co-founder of Twitter), Paul Forster (founder of Indeed.com), Founders Factory and other unnamed angel investors.
Prior to this, Oxwash was working with a £300k pre-seed round — which it used to fund building its first washing hubs (which it calls “Lagoons”) and to test its reengineered washing process.
The startup’s pitch is that its applying “space age” technology to clean dirty laundry, burnished by the claim that its co-founder and CEO, Kyle Grant, is a former NASA engineer — having spent two years as a systems engineer where he researched the use and effect of microorganisms for extended space travel.
That said, it’s packing its reengineered cleaning system into standard (but “massively” modified) industrial washing machines. Just add coronavirus-safe ‘space suits’ (er, PPE)….

“Washing still has crazy carbon emissions, pollution and collection/delivery services cause large amounts of congestion. We saw a way to re-engineer the laundry process from the ground up and to be the first truly sustainable, space-age laundry company in the world,” says Grant, discussing the opportunity he and his co-founder spied to rethink laundry.
“We’re developing processes to have zero net carbon emissions for the whole laundry process — from collection to washing and back to delivery.”
The team is developing “chemistry that works at 20˚C better than at 40˚C or higher, integrating ozone disinfection to remove microorganisms by oxidation rather than using heat and developing water recycling and filtration systems to reduce water consumption and remove microfibre pollution at the same time”, per Grant.
It’s also structuring business operations to locate washing hubs in city centres, where its customers are based, so it can make use of electric bikes for moving the laundry around — allowing for a next day service with 30 minute collection and delivery windows.
“Traditional washing processes use huge amounts of water, energy to heat said water, harsh chemicals and normal petrol/diesel vans for the collections and deliveries. These process warehouses are usually located outside of cities and there are large lags in when items are returned to the customers (up to two weeks),” he further claims.
While ozone itself is a pollutant that degrades air quality, and can even be dangerous if released, Grant says the ozone used in its cleaning machines — which is produced from oxygen in the atmosphere — degrades back to oxygen “within minutes and is therefore inert and safe”.
“After extensive analysis ozone is far safer to use in commercial laundry processes than heat and harsh chemicals such as peroxides (bleach),” he suggests.
On safety, he also says their washing machines are modified to be sealed whilst “washing and disinfecting”, and can only be opened after the ozone has degraded. “Our lagoons are also fitted with ozone sensors that will cut off our generators if the ozone concentration in the air ever goes over the safe limit,” he adds. “Thankfully this has never occurred. The risks to our staff are far lower than when working with boiling water tanks, harsh chemicals and manual handling, the usual work flow in commercial laundries.”
Oxwash launched in the UK in early 2018 and now has more than 4,000 individual customers, per Grant, along with “several hundred” business customers — including the Marriott Hotel Chain, NHS GP practices, London Marathon and Universities of Oxford and Cambridge.
It’s executed a slight pivot of focus over the past two months — spying an opportunity to target risks related to the coronavirus. “We’ve developed a service in the last 2 months that is available to provide coronavirus disinfection,” he says in a statement. “We are working closely with [the UK’s National Health Service] NHS and vulnerable groups to provide support when needed.”
“We have adopted laboratory-grade PPE [personal protective equipment] processes, heavily inspired and adapted from my time working at NASA but also from guidelines from the NHS and HSE England,” Grant adds. “For example, we now perform contactless collections and deliveries whereby the customers pre-bag their items in supplied dissolvable bags. Our rider then has gloves, goggles and a respirator to perform the transfer back to the lagoon where a member of our team in full hazmat gear will load and unload the machines where disinfection is performed.”
Before the COVID-19 pandemic, he says the startup was getting traction from customers wanting to remove allergens that caused them allergic reactions.
“We were confident of moving into the healthcare market in the years to come but usually the tender process for such contracts is not conducive to a startup,” says Grant. “However since the advent of COVID-19 and our ongoing healthcare certification, we have seen a huge increase in the value of proper hygiene to both the individuals and businesses we serve. The Marriott Hotel chain and Airbnb have both expressed serious intent to work on a non-healthcare hygiene rating much like that of the Food Standards Authority. We are working with CINET (the international textile committee) to bring this to market with our technology and processes.”
The seed funding will be used to expand to more cities within the UK and Europe — with London and other European hubs, such as Paris and Amsterdam, in its sights. Its initial two locations are Oxford and Cambridge.
It’s also going to spin up on the hiring front, planning to add a head of growth and head of tech, as well as new operational roles in London.
Ploughing more resource into software dev is another focus, with funding going to expand the tech stack and the software systems which run its logistics and integrate with its digitised washing process. More work on its app is also planned.
Asked what makes Oxwash a scalable business, Grant points to the development of this proprietary software alongside the reengineered washing service. “This iteration of technology and service allows us to develop our washing technology rapidly and get real-time feedback on the end-product and service from our customers,” he says. “The scalable technology element is the proprietary washing process driven by our bespoke software stack and process algorithms.”
On the labor side, Grant says Oxwash is “working towards a B Corp accreditation”.
“[We] have long held that our team should be properly reimbursed for their work but also as ambassadors for our brand out on our bikes. To that end all of our riders (couriers) are fully employed and like the rest of the team they are paid in excess of the national living wage,” he adds.
