The US wants startups to get a piece of the $16 billion spent on space tech

The U.S. government is one of the biggest spenders in the nascent space industry, and the man who handles the money for the Air Force’s $16 billion checkbook wants startups to know that his door is open for them.

In all, Will Roper, the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, handles about $60 billion worth of budget for the Air Force — a mandate that includes spending money on the new tech initiatives the Air Force deems important.

Historically, the Department of Defense hasn’t been the greatest at working with startups — and many tech companies have been loath to work with the DoD. However, since much of modern civilian infrastructure is based on global positioning systems and other satellite technologies that fall under the Defense Department’s purview, those views on cooperation are changing on both sides.

“Space isn’t a quiet domain of communication and navigation and exploration anymore,” Roper told the audience at TechCrunch’s latest Sessions event, TC Sessions: Space 2020. “It’s increasingly becoming a hostile place… So we’re gearing up a new kind of competition on the military side that could extend to space and that’s creating a lot of new space programs.”

Roper emphasized that the interest from the Air Force and the government more broadly extends well beyond offensive capabilities and military priorities. As space becomes an economic opportunity, Roper sees the Air Force as an engine for driving technology development forward in ways that have commercial benefits.

“It’s a great, great time for innovation in new technologies that could help the military, but we want to do more than just help the military. That’s the old thinking in the Pentagon. That’s all that would help us win the Cold War in the 20th Century, but it’s not going to help us in the 21st, where technology is globalized and accelerating,” Roper said.

“We want to find ways where our military mission and our funding can help accelerate commercial markets too, so it’s competing on a much bigger stage. But we think it’s where we need to aspire to be, so that we’re playing the right catalyst role in this nation and with our partners around the world,” Roper said.

There are several programs that startups can tap to get those federal dollars. Two of the easiest points of entry are through the AFWERX and its recently announced SpaceWERX arm focused entirely on space technology.

“These look like any tech company,” Roper told the audience at the TechCrunch event. “They’re outside our fence lines. They’re easy to walk into… Now you don’t have to know the mission, we will help you find the mission and the customer — the warfighter associated with it. It’s a great model because it keeps the company focused on what they know best, which is their tech.”

Over the last three years, Roper estimated that the AFWERX program had brought 2,300 companies into the Air Force and Space Force programs, and most of them had never worked with the military before, he said.

Within AFWERX there are three programs that particularly relate to integrating startups into the procurement process, Roper said. One is the Spark program, which pairs military with private industry; one is the AFVentures program, which is designed to finance new innovations coming from private industry; and finally there’s the Prime program, which helps commercialize and certify technologies.

Roper pointed to the recent certification the Air Force gave to Joby Aviation for its flying cars. “So there’s a new military market that will hopefully generate a new commercial market,” Roper said.

In 2021, the Prime program will expand to space technologies, according to Roper.

As the demand for new tech grows, there’s no shortage of innovations Roper would like to see from private industry. From new autonomous innovations that could help co-pilot spacecraft to technology for refueling and in-space maneuverability, and reusable equipment from boosters to other components that can bring costs down.

Roper also acknowledged that the Pentagon has a long way to go to “hack the acquisition system” when it comes to dual-use technologies.

Entrepreneurs have pointed out that one of the biggest obstacles to the growth of the commercial space industry has been the inability of the U.S. government to open up the technology for use by private industry.

Roper hopes to change that. “We want to use our military dollars, our mission, and potentially our certifications to help get you there without changing your core product,” he said. “If you succeed as a commercial success, then we succeed as well, because now we’ve got a great tech partner, that hopefully we can continue to come to to solve problems in future. The thing that we’ll want to understand early on is how our military market and all those benefits I just mentioned, how can they help you get to commercial success? And what is it that we not need to do to pull you off that trajectory?”

Contracts with AFWERX are fixed-price and progress as companies hit certain milestones on the product roadmap. These orders increase incrementally as the technology proves itself, so a contract could start with the delivery of a prototype, then experimental usage, then a commercial contract, then broad adoption. “What we’re looking to do is see if you can move the ball forward on your technology, and if you do, then we do another contract. We step you up our process,” Roper said.

Roper sees the project as nothing less than the evolution of the aerospace and defense industry.

“We have a lot of amazing companies today that helped build stealth bombers and space planes and all sorts of awesome stuff. They’re defense companies and we still need them,” Roper said. “What we’re hoping to help build in this century is a set of new companies that are just tech companies. They’re not defense, purely, and they’re not commercial purely. They’re just technology companies and they do a bit of business on both sides.”

Space startup Aevum debuts world’s first fully autonomous orbital rocket launching drone

Launching things to space doesn’t have to mean firing a large rocket vertically using massive amounts of rocket-fuel-powered thrust — startup Aevum breaks the mould in multiple ways, with an innovative launch vehicle design that combines uncrewed aircraft with horizontal take-off and landing capabilities, with a secondary stage that deploys at high altitude and can take small payloads the rest of the way to space.

Aevum’s model actually isn’t breaking much new ground in terms of its foundational technology, according to founder and CEO Jay Skylus, with whom I spoke prior to today’s official unveiling of the startup’s Ravn X launch vehicle. Skylus, who previously worked for a range of space industry household names and startups, including NASA, Boeing, Moon Express and Firefly, told me the startup has focused primarily on making the most of existing available technologies to create a mostly reusable, fully automated small payload orbital delivery system.

To his point, Ravn X doesn’t look too dissimilar from existing jet aircraft, and bears obvious resemblance to the Predator line of UAVs already in use for terrestrial uncrewed flight. The vehicle is 80 feet long, and has a 60-foot wingspan, with a total max weight of 55,000 lbs including payload. Seventy percent of the system is fully reusable today, and Skylus says the goal is to iterate on that to the point where 95% of the launch system will be reusable in the relatively near future.

Ravn X’s delivery system is designed for rapid response delivery, and is able to get small satellites to orbit in as little as 180 minutes — with the capability of having it ready to fly and deliver another again fairly shortly after that. It uses traditional jet fuel, the same kind used on commercial airliners, and it can take off and land in “virtually any weather,” according to Skylus. It also takes off and lands on any one-mile stretch of traditional aircraft runway, meaning it can theoretically use just about any active airport in the world as a launch and landing site.

One of they key defining differences of Aevum relative to other space launch startups is that what they’re presenting isn’t theoretical, or in development — the Ravn X already has paying customers, including over $1 billion in U.S. government contracts. Its first mission is with the U.S. Space Force, the ASLON-45 small satellite launch mission (set for late 2021), and it also has a contract for 20 missions spanning nine years with the U.S. Air Force Space and Missile Systems Center. Deliveries of Aevum’s production launch vehicles to its customers have already begun, in fact, Skylus says.

The U.S. Department of Defense has for quite some time now been actively pursuing space launch options that provide it with responsive, short turnaround launch capabilities. That’s the same goal of companies like Astra, which was originally looking to win the DARPA challenge for such systems (since expired) with its Rocket small launcher. Aevum’s system has the added advantage of being essentially fully compatible with existing airfield infrastructure — and also of not requiring that human pilots be involved or at risk at all, as they are with the superficially similar launch model espoused by Virgin Orbit.

Aevum isn’t just providing the Ravn X launcher, either; its goal is to handle end-to-end logistics for launch services, including payload transportation and integration, which are parts of the process that Skylus says are often overlooked or underserved by existing launch providers, and that many companies creating payloads also don’t realize are costly, complicated and time-consuming parts of actually delivering a working small satellite to orbit. The startup also isn’t “re-inventing the wheel” when it comes to its integration services — Skylus says they’re working with a range of existing partners that all already have proven experience doing this work but haven’t previously had the motivation or the need to provide these kinds of services to the customers that Skylum sees coming online, both in the public and private sector.

The need isn’t for another SpaceX, Skylus says; rather, thanks to SpaceX, there’s a wealth of aerospace companies that previously worked almost exclusively with large government contracts and the one or two massive legacy rocket companies to put missions together. They’re now open to working with the greatly expanded market for orbital payloads, including small satellites that aim to provide cost-effective solutions in communications, environmental monitor, shipping and defense.

Aevum’s solution definitely sounds like it addresses a clear and present need, in a way that offers benefits in terms of risk profile, reusability, cost and flexibility. The company’s first active missions will obviously be watched closely, by potential customers and competitors alike.

But this week we are focusing on how a Tesla employee foiled a ransomware attack, and, ahead of Palantir’s debut on the stock market, how much of a risk factor is the company’s public image?

Russian charged with attempted Tesla ransomware attack

$1 million. That’s how much a Tesla employee would have netted if they accepted a bribe from a Russian operative to install malware on Tesla’s Gigafactory network in Nevada. Instead, the employee told the FBI and the Russian was arrested.

The Justice Department charged the 27-year-old Russian, Egor Igorevich, weeks later as he tried to flee the United States. According to the indictment, his plan was to ask the employee to deliberately deploy ransomware on the Gigafactory’s network, grinding the network to a halt for a ransom of several million dollars. The would-be insider threat is likely the first of its kind, one ransomware expert told Wired, as financially driven hackers continue to up their game.

Tesla founder Elon Musk tweeted earlier this week confirming that Tesla was the target of the failed attack.

The attack, if carried out, could have been devastating. The indictment said that the malware was designed to extract data from the network before locking its files. This data-stealing ransomware is an increasing trend. These hacker groups not only encrypt a victim’s files but also exfiltrate the data to their servers. The hackers typically threaten to publish the victim’s files if the ransom isn’t paid.

Volcker Rule reforms expand options for raising VC funds

It’s time to put on our thinking caps so we can discuss an esoteric but important policy change and how it is going to impact the VC world.

The 2008 financial crisis devastated the global economy. One of the reforms that came from the detritus of that situation was a policy known as the Volcker Rule.

The rule, proposed by former Fed chairman Paul Volcker and passed into law with the Dodd-Frank Act, was designed to limit the ways that banks could invest their balance sheets to avoid the kind of cataclysmic systemic risks that the world witnessed during the crisis. Many banks faced a liquidity crunch after investing in mortgage-backed securities (MBSs), collateralized debt obligations (CDOs), and other even more arcane speculative financial instruments (like POGs, or Piles Of Garbage) in seeking profits.

A number of reforms are underway to the Volcker Rule, which has been a domestic regulatory priority for the Trump administration since Inauguration Day.

One of the unintended consequences of the rule is that it limited banks from investing in certain “covered funds,” which was written broadly enough that it, well, covered VC firms as well as hedge funds and other private equity vehicles. Reforms to that policy (and to the rule in general) have been proposed for a decade with little traction until recently.

Now, a number of reforms are underway to the Volcker Rule, which has been a domestic regulatory priority for the Trump administration since Inauguration Day.

First, a simplification to some of the rule’s regulations was passed late last year and went into effect in January. Now, a final rule to reform the Volcker Rule’s applications to VC firms, among other issues, was agreed to by a group of U.S. regulatory agencies, and will go into effect later this year.

That’s all it needed for a bipartisan Senate amendment to pass that would have stopped federal authorities from further accessing millions of Americans’ browsing records. But it didn’t. One Republican was in quarantine, another was AWOL. Two Democratic senators — including former presidential hopeful Bernie Sanders — were nowhere to be seen and neither returned a request for comment.

It was one of several amendments offered up in the effort to reform and reauthorize the Foreign Intelligence Surveillance Act, the basis of U.S. spying laws. The law, signed in 1978, put restrictions on who intelligence agencies could target with their vast listening and collection stations. But after the Edward Snowden revelations in 2013, lawmakers champed at the bit to change the system to better protect Americans, who are largely protected from the spies within its borders.

One privacy-focused amendment, brought by Sens. Mike Lee and Patrick Leahy, passed — permits for more independent oversight to the secretive and typically one-sided Washington, D.C. court that authorizes government surveillance programs, the Foreign Intelligence Surveillance Court. That amendment all but guarantees the bill will bounce back to the House for further scrutiny.

Is your startup protected against insider threats?

We’ve talked about securing your startup, the need to understand phishing risks and how not to handle a data breach. But we haven’t yet discussed one of the more damaging threats that all businesses large and small face: the insider threat.

The insider threat is exactly as it sounds — someone within your organization who has malicious intent. Your employees will be one of your biggest assets, but human beings are the weakest link in the security chain. Your staff are already in a privileged position — in the sense that they are in a place where they have access to far more than they would as an outsider. That means taking data, either maliciously or inadvertently, is easier for staff than it might be for a hacker.

“Organizations need to understand that the threats coming from inside their organizations are as critical as, if not more dangerous than, the threats coming from the outside,” said Stephanie Carruthers, a social engineering expert who serves as chief people hacker at IBM X-Force Red, a division of Big Blue that looks for breaches in IoT devices before — and after — they go to market.

Insider risks can become active threats for many reasons. Some individuals may become disgruntled, some want to blow the whistle on wrongdoing and others can be approached (or even manipulated) by career criminals over debts or other matters in their private life.

There are plenty of examples, many not too far back in recent history.

Tim Cook, Satya Nadella, Elon Musk, Sundar Pichai and more sign renewed commitment to Paris Agreement

The U.S. government may be in the process of formally withdrawing from the term of the Paris Agreement, an international accord on targets to fight climate change, but major U.S. employers say they’ll stay the course in a new statement jointly signed by a group of around 80 chief executives and U.S. labor organization leaders. The statement, posted at UnitedForTheParisAgreement.com, represents a group that either directly employs more than 2 million people in the U.S., or represents a larger group of 12.5 million through labor organizations.

The group collectively says they are “still in” on the Agreement, which many of the undersigned also supported vocally back in 2017 when the Trump administration announced its intent to formally remove itself. They also “urge the United States” to reconsider its current course and also agree to remain committed to the agreement. The Agreement will not only help to potentially counter the ongoing impacts of global climate change, the group says in the letter, but also prepare the way for a “just transition” of the U.S. workforce to “new decent, family supporting jobs and economic opportunity,” implying that bowing out of the Agreement will actually impede the U.S. workforce’s ability to compete on a global scale.

Apple CEO Tim Cook shared the renewed commitment on Twitter, noting in part that “humanity has never faced a greater or more urgent threat than climate change,” and other prominent tech executives have also co-signed, including Microsoft’s Satya Nadella, Tesla’s Elon Musk, Google’s Sundar Pichai and Adobe’s Shantanu Narayen. Chief executives from other powerful U.S. companies across industries are also represented, including Coca-Cola’s James Quincey, Patagonia’s Rose Marcario, Unilever’s Alan Jope and Walt Disney’s Robert Iger.

Brex wants to replace startup bank accounts with Brex Cash

Brex, a Silicon Valley fintech darling, has lofty plans to battle big banks —and Stripe.

Code-named “Gemini,” Brex today announced a new product designed to replace and improve the functionality of traditional bank accounts. Brex Cash, as it will be known publicly, is a business cash management account integrated with the Brex Card, a corporate card for startups launched in 2018.

Brex tells us they’ve built the core banking infrastructure from scratch, allowing the company to forgo third-party processing fees and provide a much-needed tech infusion to antiquated banking systems. In partnership with Boston’s Radius Bank, Brex Cash will allow customers to send payments quickly and easily with no transaction fees attached. Rather, Brex plans to reward its users for making or receiving payments using Brex Cash with points redeemable for cash back, travel and air miles. Customers will also receive 1.6% yield on deposits.

It’s not a bank, but in practice, it can replace a bank, says Brex co-founder and co-chief executive officer Henrique Dubugras .

“Our idea is that new businesses —the new Y Combinator companies we hope a big percent of them never open a bank account,” Dubugras tells TechCrunch.

Brex now has many similarities to a bank. What differentiates it is its lack of physical branches — it’s exclusively digital — and it’s insurance. Traditional banks are insured by the Federal Deposit Insurance Corporation (FDIC), which protects up to $250,000 per depositor. Brex Cash users are protected by the Securities Investor Protection Corporation (SIPC), a nonprofit agency overseen by the U.S. Securities and Exchange Commission that protects up to $500,000 and specializes in protecting customers of brokerage firms from the loss of cash and securities.

Additionally, Brex invests its customers’ money in a money market mutual fund of U.S. treasury bonds. “If Brex goes out of business, customers’ money will be safe,” the company writes in a press statement. “The only scenario where money could be lost is if the U.S. government defaults.”

“It’s not that we are inventing this — this model exists with Fidelity,” says Dubugras. “Fidelity isn’t necessarily a bank — we are bringing that concept to businesses to give lower fees, better interest rates, better experiences and more security.”

Brex, a graduate of the winter 2017 Y Combinator cohort, has quickly become a Silicon Valley success story for the ages. The rapid adoption of its startup credit card, which doesn’t require a personal guarantee, and its ability to issue cards instantly and provide higher limits than other options on the market has attracted thousands of customers and venture capitalists. The business, led by a pair of young Brazilian repeat entrepreneurs, including Dubugras and co-CEO Pedro Franceschi, has collected more than $300 million in equity funding, including a $100 million C-2 financing that valued the company at $2.6 billion earlier this year.

“There will always be customers that are skeptical, but I think by starting out with a card, we built a lot of trust,” Dubugras said. “It was us giving them money instead of them giving us money. A few years in … We think we’ve won a lot of credibility. Before, who was going to give their money to a random-ass startup called Brex?”

In the weeks ahead of TechCrunch Disrupt San Francisco, where Dubugras announced Brex Cash on Wednesday, the CEO told TechCrunch that Brex had no immediate fundraising plans and that they were “waiting for the right time” to raise again. As for what’s next, he said the company is discussing the launch of a debit card and plans to add another 100 employees in the next year, bringing the Brex headcount to 400.

The Brex news follows the launch of Stripe Capital, a new offering from payments behemoth Stripe that will make instant loan offers to customers on its platform, and the announcement of the Stripe Corporate Card. Akin to Brex, Stripe will issue a no-fee, no interest rate credit card intended for Stripe customers. Brex and Stripe, two Y Combinator grads, will go head-to-head in a battle for customers, particularly YC grads looking for friendly financial tools.

Immediately following Stripe’s announcements, the business announced a $250 million funding at a $35 billion valuation. Brex may be following a similar playbook, announcing a major product on the heels of a large capital infusion.

Brex Cash represents a new era for the company. Though the product may be costly for Brex, it opens the business up to thousands more potential customers. Now, any startup, regardless of funding, can create a Brex account to store cash, explains Dubugras, and all companies using Brex Cash will be immediately issued a Brex corporate credit card.

“If you’re starting out, if you don’t have funding yet, you can still receive your payments using Brex,” Dubugras said. “That’s a super big deal for us.”

Brex Cash was built under product lead Ritik Malhotra, who joined the team as part of an acquisition of his startup, Elph. Brex poached the company, which was focused on blockchain infrastructure, right out of YC for an undisclosed amount. In retrospect, the deal looks much more like an acqui-hire of Malhotra, who had the digital payments infrastructure acumen necessary to complete this project.

“It’s an easy way to move money, which is the lifeblood of a business,” Malhotra tells TechCrunch of the new product.

Brex Cash is itself not a cash cow for Brex; rather, the startup makes money on purchases made on its corporate card, in which it charges the merchant, not the customer. This model is particularly beneficial when its customers are spending a lot of money, growing quickly and raising capital. In a downturn, however, this model isn’t as attractive.

Brex seems unconcerned with the possibility of an impending recession. Brex writes that even in downturns, entrepreneurs will start companies and attempt to raise money. The Brex Cash product, regardless of the economy, will help Brex better underwrite Brex Cards, as it gives them better access to a customer’s financial health.

In a battle against Stripe, Brex is at a disadvantage. At only two years old, the company may have garnered a lot of credibility in a short time but it doesn’t have the decade of experience building fintech products that Stripe has and, more importantly, it doesn’t have 10 years of customer loyalty.

Rocket Lab successfully launches seventh Electron rocket for ‘Make It Rain’ mission

Private rocket launch startup Rocket Lab has succeeded in launching its ‘Make It Rain’ mission, which took off yesterday from the company’s private Launch Complex 1 in New Zealand. On board Rocket Lab’s Electron rocket (its seventh to launch so far) were multiple satellites flow for various clients in a rideshare arrangement brokered by Rocket Lab client Spaceflight.

Payloads for the launch included a satellite for Spaceflight subsidiary BlackSky, which will join its existing orbital imaging constellation. There was also a CubeSat operated by the Melbourne Space Program, and two Prometheus satellites launched for the U.S. Special Operations Command.

Rocket Lab had to delay launch a couple of times earlier in the week owing to suboptimal launch conditions, but yesterday’s mission went off without a hitch at 12:30 AM EDT/4:30 PM NZST. After successfully lifting off and achieving orbit, Rocket Lab’s Electron also delayed all of its payloads to their target orbits as planned.

Later this year, Rocket Lab hopes to have a second privately owned launch complex fully constructed and operational, located in Virginia on Wallops Island. The company, founded by engineer Peter Beck, intends to be able to serve both U.S. government and commercial missions as frequently as monthly from this second launch site.

Xiaomi’s new Mi CC brand will develop ‘trendy’ smartphones for young people

Huawei may be on the ropes as it battles sanctions from the U.S. government, but fellow Chinese smartphone rival Xiaomi is in expansion mode with the launch of a new brand that’s aimed at winning friends (and sales) among the young and fashionable.

“Mi CC” is the newest brand from Xiaomi. Unveiled on Friday, the phone-maker said it stands for “camera+camera” in reference to its dual-camera feature, but that apparently also segues into “a variety of meanings including chic, cool, colorful and creative.”

The end goal of that marketing bumf is a target customer that Xiaomi describes as “the global young generation.”

Essentially, what Xiaomi is doing here is breaking out a dedicated set of phones for those who care more about aesthetics than performance. To date, the company has built its brand on developing phones that are as good — well, nearly as good — as top smartphone rivals but at a fraction of the cost. The result of that is that a lot of marketing focus is on the technical details, even though Xiaomi has been lauded for some attractive designs, and CC adjusts that balance to target a different kind of audience.

Since Xiaomi has a history of bringing innovation into affordable devices, CC is one to watch out for.

The new division is the result of Xiaomi’s acquisition of the smartphone business belonging to Meitu, a selfie app maker.

Xiaomi bought the business last November to go after new demographics and build on the work of Meitu, which had sold just over 3.5 million after getting into the smartphone business in 2013. Those numbers weren’t enough to justify the continuation of Meitu’s phone business but, evidently, Xiaomi saw promise in that segment. Meitu retains a similarly positive outlook on the fashionable audience and it has a lot to gain financially from the success of CC, too.

Terms of the acquisition deal mean that Meitu will take 10 percent of all profits, with a minimum guaranteed fee of $10 million per year. Big sales could be significant for Meitu, which reported revenue of $406 million in 2018. Notably, two-thirds of that income was from phone sales but Meitu’s smartphone revenue dropped by 51 percent year-on-year. Hence, Xiaomi has come to the rescue with its know-how.

There’s no word on exactly what Mi CC devices will look like or where they will be sold, but Xiaomi is already trumpeting its differentiation.

“Mi CC is created by one of the youngest product teams in Xiaomi, among which half are art majors and are dedicated to creating a trendy design for young consumers,” it wrote in an announcement.

As you’d expect from Meitu, there’s a lot of emphasis on selfies, stickers and other graphics.

Xiaomi has had success with brands, some of which include Redmi — its big-selling budget division — Poco, its ‘performance’-focused division, its gaming brand Shark, which looks much like Razer’s phones.

Outside of mobile, the company develops and sells a range of smart home products, many of which are licensed from third-party partners.
