Advanced rider assistance systems: Tech spawned by the politics of micromobility

The desire to achieve something as simple as keeping shared electric scooters off sidewalks has driven the development of some advanced technology in the micromobility industry. Once the province of geofencing, scooter companies are so eager to get a leg up on the competition that they’re now implementing technology similar to advanced driver assistance systems (ADAS) usually found in cars.

Operators like Spin, Voi, Zipp, Bird and Superpedestrian are investing in camera-based or location-based tech that can detect and even correct poor rider behavior, sometimes going to the extent of slowing scooters to a stop if they’re riding on a sidewalk.

People riding or parking scooters on sidewalks is a big problem for cities and forms one of the main complaints from NIMBYist residents who dislike change all the more when it becomes a tripping hazard. Companies are trying to solve this problem with tech that effectively puts the onus of rider behavior on operators, which may result in cities requiring scooter operators to have this sort of ADAS tech.

Scooter ADAS is probably the most doable and cost-effective method that cities can use to prevent unwanted rider behavior. And, it’s far cheaper than trying to police rider behavior themselves, or, address the lack of protected cycling infrastructure.

“This technology comes from a need for protected bike lanes,” said Dmitry Shevelenko, co-founder and president of Tortoise, an automated vehicle positioning service for micromobility companies. “It exists in this world where riders kind of have to do things that aren’t that great for others, because they have nowhere else to go. And so that’s the true driver of the need for this.”

Cities can solve this problem for the long term by building bike lanes or creating scooter parking bays, but until that happens, operators need to reassure local administrations that micromobility is safe, compliant and a good thing for cities.

“Until cities have dedicated infrastructure for whatever new modality comes to play, you have to figure out a way to use technology to make sure things don’t mix poorly,” said Alex Nesic, co-founder and chief business officer of Drover AI, a computer vision startup that provides camera-based scooter ADAS. “That’s really what we’re after. We want to enable this kind of maturation of the industry.”

Drover AI works with Spin, while Luna, another computer vision company, works with Voi and Zipp to attach cameras, sensors and a microprocessor to scooters to detect lanes, sidewalks, pedestrians and other environmental surroundings.

The uncertain future of shared electric scooters

Cities all over the world have seen an influx of two-wheeled, electric kick scooters on the road over the last couple of years. Scooters from the likes of Bird, Lime, Spin, Uber’s JUMP, Lyft and others are all trying to own the first and the last mile. The first mile is often understood as the distance between a transportation hub and someone’s starting point while the last mile is the distance between a transportation hub and someone’s final destination. These companies want both, and some (Uber, Lyft) also want everything in between.

The rise of electric scooters is often compared to the rise of ride-hailing, but there are some key differences at play. For one, cities are in charge of regulation — not the states. And since these are much smaller vehicles, cities can easily pick them up and throw them in the back of a truck if they become a nuisance. Meanwhile, as part of city regulation, data-sharing is not optional — it’s a requirement in order for companies to receive permission to deploy scooters on city streets.

The startup ecosystem had become accustomed to the ethos of begging for forgiveness, rather than asking for permission. But that’s not the case with electric scooters. These companies have found their entire businesses to be contingent on the continued approval from individual cities all over the world. That inherently creates a number of potential conflicts.

It’s also unclear whether the increase in people riding scooters is indicative of people adopting shared services or simply adopting a new mode of transportation. Some industry insiders wonder if it’s just a matter of time between consumers ditch shared scooters in exchange for their own. 

Between city regulators capping the growth of operators, the vast number of companies going after the first and last miles and the threat of the shift from shared to ownership, it’s all going to come down to the survival of the fittest.

At the mercy of cities

Unlike the ride-sharing market, electric scooter operators are entirely dependent upon cities. These cities, rightfully so, have a number of concerns ranging from safety to sidewalk congestion to equal access to transportation.

Lime is pissed at San Francisco for denying it an e-scooter permit, claims ‘unlawful bias’

Lime is waging a war against the San Francisco Municipal Transporation Agency (SFMTA), claiming that the organization acted with “unlawful bias” and “sought to punish Lime” when it chose not to award the e-scooter and dockless bike startup a permit to operate in San Francisco last month.

Lime has sent an appeal to the SFMTA, requesting an “unbiased hearing officer” reevaluate its application to participate in the city’s 12-month pilot program for e-scooter providers. The SFMTA, however, says they are “confident” they picked the right companies in Scoot and Skip.

“After a thorough, fair and transparent review process, we are confident we selected the strongest applicants to participate in the one-year scooter pilot,” a spokesperson for SFMTA said in a statement provided to TechCrunch. “Scoot and Skip demonstrated the highest level of commitment to our city’s values of prioritizing public safety, promoting equity and ensuring accountability. Lime’s appeal will go to an independent hearing officer for further consideration.”

San Francisco’s permit process came as a result of Lime and its competitors, Bird and Spin, deploying their scooters without permission in the city this March. As part of a new city law, which went into effect in June, scooter startups are not able to operate in San Francisco without a permit.

Lyft, Skip, Spin, Lime, Scoot, ofo, Razor, CycleHop, USSCooter and Ridecell all applied for said permit in June.

Lime thinks the selection process was unfair and that because it deployed scooters in the city without asking permission — the Uber model of expansion — SFMTA intentionally rejected its application despite its qualifications.

“The SFMTA ignored the fact that Scoot’s price is twice that of other applicants, including Lime, and that Scoot declined to offer any discounted cash payment option to low-income users, as required by law,” Lime wrote in a statement today. “SFMTA inexplicably avoided inclusion of these factors as evaluation criteria and instead deemed Scoot “satisfactory” because they ‘agreed to comply.’”

When Lime learned of its rejection on Aug. 30, CEO Toby Sun said he was disappointed and planned to appeal the decision.

San Franciscans deserve an equitable and transparent process when it comes to transportation and mobility. Instead, the SFMTA has selected inexperienced scooter operators that plan to learn on the job, at the expense of the public good … The SFMTA’s handling of the dockless bike and scooter share programs has lacked transparency from the beginning. We call on the Mayor’s Office and Board of Supervisors to hold the SFMTA accountable for a flawed permitting process. As a San Francisco-based company, this is where we live and work. We want to serve this community.”

Though Lime wasn’t able to successfully sway San Francisco authorities, it was given permission to operate in Santa Monica last month alongside Bird, Lyft and JUMP Bikes.

E-scooters are expected to return to the streets of San Francisco on Oct. 15.

Electric scooter permits will be required in San Francisco

The San Francisco Board of Supervisors unanimously voted today to approve the ordinance that looks to regulate electric scooters in San Francisco. The ordinance seeks to establish regulation and a permitting process that would enable the San Francisco Municipal Transportation Agency or Department of Public Works to take action against scooters from companies that don’t have an official permit from the city.

“Part of the brouhaha has been really the function of the fact, which was admitted yesterday, was that some of these companies have been a little bit fast and loose with the truth,” Supervisor Aaron Peksin, a sponsor of the ordinance, said today at the Board of Supervisors meeting.*

Peskin is referencing the fact that Lime, Spin and Bird deployed their respective scooters without permission from the city. The permitting scheme the city has in mind, Peskin said, is very similar to the one San Francisco has in place around stationless bike-sharing.

“This is a basic permitting scheme to allow the professional staff at SFMTA to permit these with sensible, regulatory frameworks and to be able to confiscate unpermitted vehicles or devices,” Peskin said.

He added that these electric scooters can absolutely serve some benefits to people in San Francisco, but that it does not mean the city should have to sacrifice its sidewalk space. The next step is for the BOS to continue working with the SFMTA to develop this regulation. At a hearing yesterday, the SFMTA said it hopes to open up the permitting process by May 1.

Earlier in the meeting today, the BOS adopted a resolution to develop a working group to inform future legislation around emerging technologies. One of the resolution’s sponsors, Supervisor Norman Yee, noted how he’s heard from seniors and people in wheelchairs who are “being imperiled and inconvenienced because they are having to navigate around scooters and bikes.”

He later added, the purpose of the working group would be to ensure the city is mindful of both the intended and unintended consequences of emerging technologies.

Yesterday, SF City Attorney Dennis Herrera sent cease-and-desist letters to Lime, Bird and Spin, but that doesn’t seem to be making any difference to Lime, Bird and Spin. All three of their respective scooters were found on the streets of San Francisco this morning.

“As it says in the letter, the City Attorney has laid out some recommendations for operation that he will like to see implemented by April 30; he has not requested an immediate stoppage of service,” a Bird spokesperson told TechCrunch. “We are taking his concerns very seriously and reviewing his recommendations for improving Bird in San Francisco.”
