Singapore’s Neuron Mobility raises $18.5M to bring its electric scooters to more international markets

Neuron Mobility, a Singapore-based startup, has closed an $18.5 million financing round as it looks to scale its e-scooter startup in international markets — a month after the nation introduced difficult regulatory changes.

The new financing round, dubbed Series A, was funded by GSR Ventures, a venture capital firm that was the first institutional investor in Chinese ride-hailing giant DiDi Chuxing, and Square Peg, Australia’s largest venture capital firm.

Existing investors SeedPlus and SEEDS Capital also participated in the round. The three-year-old startup has raised about $23.5 million to date.

Neuron Mobility, which began its journey in Singapore, operates an eponymous e-scooter rental platform. In recent years and quarters, Neuron has expanded to cities in Malaysia, Thailand, Australia and New Zealand.

Neuron’s e-scooters are affordable in every market where they are available. In Brisbane, Australia, for instance, anyone can begin a trip with a Neuron bike by paying one Australian Dollar (68 U.S. cents) and then 38 Australian cents for each minute of the ride, Zachary Wang, co-founder and chief executive of Neuron, told TechCrunch in an interview.

These electric scooters can go as fast as 25 kilometre per hour (15.5 miles per hour), and automatically slow down at certain places, such as near a school. Wang said the startup closely works with city councils to understand how these e-scooters should operate.

In a statement, Square Peg’s Tushar Roy said, “the culture of collaboration with cities permeates through Neuron. Its entire DNA is built around working very closely with local leadership to bring new mobility solutions to citizens in a safe and sustainable way.”

On a single charge, a Neuron scooter can travel up to 60 kilometres (37.2 miles). These e-scooters are equipped with a swappable battery. Once the ride is finished, a customer can drop the bike at any nearby parking station or any suitable location. Neuron works with a large number of people who actively swap the batteries on these scooters.

Like India’s electric scooter and bike startups Bounce and Yulu, Neuron Mobility also designs its electric scooters, but relies on a Chinese equipment manufacturer for producing them. (Yulu recently inked a strategic deal with Bajaj Auto to task the Indian auto manufacturing giant with the production job.)

Singapore turns its back on electric scooters

As Neuron expands to international markets, it has had to halt its e-scooter rental service in the home market of Singapore. Last month, Singapore said e-scooters could no longer operate on footpaths, creating major challenges for all the players. Wang and executives from other startups have expressed concerns over the decision.

Telepod, which uses e-scooters to deliver food; GrabFood, another food delivery startup; and shared e-scooter service startup Beam, said they could no longer offer the same level of customer service to their users, and had little choice but to focus on other markets.

Wang said that Neuron still has teams that work from Singapore, but they have always focused on the larger Asia Pacific region and other markets. Besides, Neuron stopped its service in Singapore months before the nation passed any new law. (Prior to the recent order, Singapore had other issues with electric scooters.)

Neuron will use the fresh capital to further its footprint in the markets where it operates and explore building new categories, Wang said. “We feel we are in the midst of a wave where a number of technologies are falling into place that could help us improve our electric scooter and build more mobility solutions.” The startup is also exploring new markets, though Wang declined to name them.

Like in the United States, electric scooters and bikes have imploded in Southeast Asian markets, where a growing number of familiar brands such as Lime, Bird, Ofo, oBike and local players are increasingly expanding their presence.

The next big bet for former Uber CEO Travis Kalanick may be cloud kitchens — in China

Former Uber CEO Travis Kalanick may have been nudged out of one of the world’s most highly valuable private companies by investors frustrated over its troubled culture, but his moves remain of great interest given how far he’d driven the rideshare giant.

One such move, according to a new report in the South China Morning Post, looks to be to help foster the growing concept of cloud kitchens to China.

We’ve reached out to Kalanick for more information, but per the SCMP’s report, Kalanick is partnering with the former COO of the bike-sharing startup Ofo, Yanqi Zhang. Their apparent project involves Kalanick’s L.A.-based company, CloudKitchens, which enables restaurants to set up kitchens for the purposes of catering exclusively to customers ordering in, as that’s how many people are consuming restaurant food in increasing numbers. (More on the movement here.) The kitchens are established in underutilized real estate that Kalanick is snapping up through a holding company called City Storage Systems.

According to The Spoon, a food industry blog, the trend is beginning to gain momentum in particular regions, including India, where it says many restaurants struggle to afford the traditional restaurant model, which often involves paying top dollar for rent, as well covering wages for employees, from dishwashers to cooks to servers. Using so-called cloud kitchens enables these restaurateurs to share facilities with others, and to do away with much of their other overhead.

Some are even being promised more affordable equipment. For example, according to The Spoon, the restaurant review site Zomato, through its now two-year-old service called Zomato Infrastructure Services, aims to create kitchen “pods” that restaurants can rent, and it’s using data to identify recently closed restaurants that may be looking to offload their kitchen equipment for whatever they can get for it.

Shared kitchens have also been taking off in China, as notes the SCMP, which cites Beijing-based Panda Selected and Shanghai-based Jike Alliance as just two companies that Kalanick would be bumping up against.

Kalanick wasn’t the first here in the U.S. to spy the trend bubbling up, but he seems to be taking it as seriously as any entrepreneur. Last year, he spent $150 million to buy a controlling stake in City Storage Systems, the holding company of CloudKitchens, through a fund that he established around the same time, called the 10100 fund. The money was used to buy out most of the company’s earlier backers, including venture capitalist Chamath Palihapitiya, according to a report last year by Recode.

That same report said that Kalanick now has a controlling interest in City Storage Systems. It also said that serial entrepreneur Sky Dayton — who previously founded EarthLink, co-founded eCompanies and founded Boingo — is a co-founder.

City Storage Systems isn’t interested in on-demand kitchens alone, reportedly. The idea behind it is to buy distressed real estate, including parking lots, and repurpose it for a number of online-focused ventures.

While the China twist looks like a new development, it wouldn’t be a wholly surprising move. Having had to back out of China with Uber in 2016, Kalanick may be of a mind to jump into the country faster this time around, and with a local partner with whom he has a relationship. Indeed, Zhang spent two years as a regional manager for Uber in China before co-founding Ofo, which has since run into problems of its own.

China’s social credit system won’t tell you what you can do right

For the past few years, China has been rolling out a Black Mirror Harry Potter-esque social rating policy known as the Social Credit System (SCS). Far from just a credit score in the financial sense, an SCS score can determine whether a person can buy business class tickets on trains (or take the train at all) or have access to flights. Apps are rumored to exist that would tell users whether they are standing near someone with a debt listed in the system, so … they can walk away I guess.

This is a massive undertaking, and researchers are finally starting to collect good data on the system’s operation, such as a MERICS report looking at the implementation of this complex system, which involves companies and all levels of the Chinese government. Westerners have also increasingly explored the generally positive reception of the system by Chinese citizens, which would seem at odds with typical desires for privacy.

Yet, one of the biggest and most obvious open questions is what exactly will get you rewarded or punished by the SCS? Now, we are finally starting to get answers.

In a new paper that will be presented this week at the ACM FAT* Conference on algorithmic transparency, a group of researchers investigated how positive and negative points were assessed by downloading a large corpus of hundreds of thousands of entries from the Beijing SCS website and analyzing it with content analysis machine learning tools.

They found that Beijing was remarkably clear about what will get you punished, but vague about what will get you positive points. For instance, the vast majority of the blacklist was made up by people who had failed to pay their debts, or who had committed a traffic violation. Meanwhile, the people on the redlist (the positive list) were there because they were, say, great volunteers, but with no criteria on how to get that status or why they were listed at all.

“It’s very difficult to pinpoint the exact degree of transparency,” of SCS said Severin Engelmann, one of the lead researchers based at the Technical University of Munich. Far from being just an experimental startup, SCS is already quite advanced. “Blacklisting and redlisting are already in place, and they clearly indicate what behavior is bad … but not what behavior is actually good,” he said.

Even more interesting, there are more companies on the blacklist and redlist than there are individuals within the Beijing corpus, indicating that while the government is certainly concerned about citizens, it’s bringing its social control mechanism onto companies perhaps more aggressively.

Jens Grossklags, another of the researchers, noted that this level of transparency — while inconsistent — was unusual in the West. “It is really fascinating from a data science perspective to see how much information is being made available not just to individuals but to the general public,” he said. He noted that public shaming has been common with the Chinese system, while Western consumers have a hard time accessing their own scores let alone the scores of others.

The study is one of the first to look at the actual implementation of SCS and reverse engineer its algorithm, and the researchers are potentially following up by investigating regional variations and further changes to the system.

Hustling to nothing

Erin Griffith has a great piece on the increasing pervasiveness of hustle culture. This is part of a long-running debate in Silicon Valley between the work-your-ass-off crowd and the productivity-peaks-at-35-hours crowd. The answer in my mind is that we should see work in phases — running at 100 MPH all the time is most definitely not sustainable, but neither frankly is working a very stable number of hours per week. The vagaries of life and work mean that we need to surge and recede our efforts as dictated, and always track our own health.

Nvidia’s troubles continue

We’ve talked a lot about Nvidia over the past few months (Part 1, Part 2, Part 3). Well, the bad news train just continues. As my colleague Romain Dillet reports, Nvidia is cutting its revenue outlook, and now the stock is falling again (another 14% as I write this). It cites lowered demand particularly from China, which is experiencing a major slowdown in its economy.

Can Chinese startups subsidize customers forever?

The Financial Times asks an important question about the “China model” of startups: should founders heavily subsidize customers in order to buy market share and fight competitors? They point to bike sharing startup Ofo’s collapse, although I would point to the expensive rise of Luckin Coffee as perhaps the latest example. It’s a lesson that Munchery’s investors also have had to learn: at the end of the day, those unit economics better turn positive if a company is to survive.

Ofo shuts down many international markets to focus on profitability

Chinese bike-sharing company Ofo is entering a new phase. After a period of aggressive growth, the company is looking back at its international markets and focusing on the most promising ones.

A couple of weeks ago, the company issued a press release highlighting some of the priorities outside of China. As part of this move, Ofo co-founder and CEO Dai Wei is going to be directly in charge of international markets.

“It’s a new strategical phase on the international front,” Ofo France General Manager and Head of EMEA Laurent Kennel told me. “The company wants to focus on the most mature and promising markets.”

So it means that Ofo will stop altogether in some countries, such as Australia, Austria, Czech Republic, Germany, India and Israel.

At the same time, there are some markets that work quite well. In particular, the press release highlights Singapore, the U.S., the U.K., France and Italy. But even if you look at a more granular level, Ofo is going to focus on some specific cities in particular going forward.

As Quartz and Forbes highlighted, Ofo hasn’t been a massive success in smaller American cities. “In the U.S., some markets work better than others, and they’re going to focus on that,” Kennel said. Instead of operating in dozens of American cities, the company is going to scale back and focus on the most important ones.

In France, Ofo has only been available in Paris for instance. Numbers are encouraging as the company handles 5,000 to 10,000 rides a day with 2,500 bikes.

“[In Paris,] We crossed an important milestone to prove that our business model is sustainable,” Kennel said. “Our revenue covers all our operational and maintenance costs.” That doesn’t include occasional investments to purchase new bikes.

Overall, Kennel was quite optimistic about those remaining markets. By focusing on a limited number of cities, the company can invest properly on each of those markets. In Europe, Ofo is going to focus on the U.K., France and Italy.

Just like in the U.S., Ofo is also reducing the number of cities in the U.K. and Italy. The company recently shut down its service in Norwich and Sheffield. In Italy, there was an internal reorganization and the company stopped operating in the mid-sized city of Varese.

Following Mobike’s acquisition by Meituan, Mobike recently announced that it would stop requiring deposits in China. Ofo still asks for a refundable deposit when you sign up in China, but not in Europe.

Mobike’s deep pockets increase the pressure on Ofo. Ofo needs to find a sustainable business model to become a viable independent company in the long term. “It has an impact on international markets, but also on the internal organization in China,” Kennel said.

Ofo doesn’t want to comment on the situation market-by-market. So it’s hard to know for sure where Ofo still operates and where it plans to scale back. On Ofo’s website, you can find a map with all the markets where it claims to operate. I looked at this map, listed the 21 countries and tried to find out what’s happening at a local level.

This isn’t a perfect list, but it gives a good overview of what’s happening at the company.

Citymapper lets you find Ofo, Mobike and scooters around you

Urban transportation app Citymapper quietly rolled out an app update that lets you find many alternative mobility services in the app. You can now find the nearest dockless bike or electric scooter around you (not the Bird and Lime kind, the motorcycle kind).

The integrations are already live in many cities. The company didn’t add new buttons for each service because it was already getting quite crowded with buses, subways and ride-sharing services.

If you tap the bike button, you get a map view of the streets around you. In addition to traditional bike-sharing services, you’ll now find colored dots representing both Ofo and Mobike . Below the map, you get a list of the closest bikes. TechCrunch’s Ingrid Lunden previously reported that the Mobike integration was coming soon.

But Citymapper also added a new scooter button in multiple cities. As the name suggests, this button helps you locate the closest free-floating scooter that you can unlock with your phone.

In Paris, you’ll find Coup and Cityscoot scooters. In Berlin, you’ll find Coup scooters. In Madrid and Barcelona, you’ll find Muving, ioscoot, eCooltra and Yugo scooters… You get the idea. Chances are all your local options will be there.

Interestingly, electric scooters from Bird and Lime aren’t in there just yet. It might be what everybody is talking about, but you’ll only see Jump and Ford bikes in San Francisco.

For now, all you can do is locate the nearest bike or scooter. You still have to open each individual app to scan the QR code and unlock those vehicles.

But this is an interesting approach. Citymapper doesn’t operate any transportation service. It can be an agnostic player and provide a comprehensive view of what’s around you without any conflict of interest. It doesn’t have to recreate a transportation hub like Lyft or Uber as those two companies recently acquired Motivate and Jump to provide bike-sharing services.

And if you’re visiting a city for the first time, you can open the app to find out how you’ll be able to navigate that new city.
