MaaS transit: The business of mobility as a service

In 2019, St. Louis Metro Transit was struggling to keep customers. Uber and Lyft, along with dockless shared bikes and scooters, had flooded streets, causing ridership to fall more than 7% in a single year.

The agency didn’t try to fight for attention. Instead, it embraced its competitors.

Metro Transit dropped its internal trip-planning app, which had been developed with the Trapeze Group and directed riders to Transit, a private third-party app that offers mapping and real-time transit data in more than 200 cities. That app also included micromobility and ride-hailing information, allowing customers to not just look up bus schedules, but see how they might get to and from stops — or ignore the bus altogether.

The following year, Metro Transit partnered with mobile ticketing company Masabi and added a payment option on some bus routes. Now, the agency is planning an all-in-one app — via third-party providers Transit and Masabi — where customers could plan and book end-to-end trips across trains, buses, bikes, scooters and taxis.

“What we do best is transporting large volumes of people on vehicles and managing mass transit,” said Metro Transit executive director Jessica Mefford-Miller. “On the software side, there are a lot of players out there doing great stuff that can help us meet our customers where they are and make trip planning as easy as possible.”

As transit agencies seek to win back riders, a flurry of platforms — some backed by giants like Uber, Intel and BMW — are offering new technology partnerships. Whether it’s bundling bookings, payments or just trip planning, startups are selling these mobility-as-a-service (MaaS) offerings as a lifeline to make transit agencies the backbone of urban mobility.

Third-party platforms have become more appealing to transit agencies as they scramble to keep buses, trains and rail full of customers. According to the American Public Transportation Association (APTA), ridership and total miles traveled has declined since 2014, including a 2.5% drop from 2017 to 2018. The COVID-19 pandemic could accelerate this trend as more people continue working from home or shy away from crowding into buses and trains.

“This is like Expedia, the idea of seeing multiple airlines in one place to comparison shop,” said Regina Clewlow, CEO of transportation management firm Populus. “A lot of operators are looking at the question of whether that would give them more rides.”

But that the private growth could come at a cost, potentially injecting private concerns into what should be a public good, Metro Transit’s Mefford-Miller cautioned.

“If we let the market handle this planning on its own, a company might only do it for someone with a digital device or a bank account or only help people who don’t need special accommodation,” Mefford-Miller said. “That’s why we have as an underpinning an equitable and accessible system. It’s the underpinning before we choose any tools we use.”

The players

Amid the swarm of new startups there are a few giants. One of the biggest established players is Cubic Corp., a San Diego-based defense and public transportation company. The firm already controls payments and back-end software for hundreds of transit agencies, including in Chicago, New York and San Francisco, and in January launched a suite of new products under the brand name Umo to expand their offerings.

The package includes a customer-facing multimodal app, a fare collection platform, a contactless payment system, a rewards program, a behind-the-scenes management platform and a MaaS marketplace for public and private offerings. Mick Spiers, general manager of Umo, said the goal is to offer a “connected, integrated journey.”

“We’re uniquely placed as an independent, trusted third party that can be the data broker for a journey focused around the needs of the user,” Spiers added. “The journey we create has no commercial interest for us.”

How Moovit went from opportunity to a $900M exit in 8 years

In May 2020, Intel announced its purchase of Moovit, a mobility as a service (MaaS) solutions company known for an app that stitched together GPS, traffic, weather, crime and other factors to help mass transit riders reduce their travel times, along with time and worry.

According to a release, Intel believes combining Moovit’s data repository with the autonomous vehicle solution stack for its Mobileye subsidiary will strengthen advanced driver-assistance systems (ADAS) and help create a combined $230 billion total addressable market for data, MaaS and ADAS .

Before he was a member of Niantic’s executive team, private investor Omar Téllez was president of Moovit for the six years leading up to its acquisition. In this guest post for Extra Crunch, he offers a look inside Moovit’s early growth strategy, its efforts to achieve product-market fit and explains how rapid growth in Latin America sparked the company’s rapid ascent.


In late 2011, Uri Levine, a good friend from Silicon Valley and founder of Waze, asked me to visit Israel to meet Nir Erez and Roy Bick, two entrepreneurs who had launched an application they had called “the Waze of public transportation.”

By then, Waze was already in conversations to be sold (Google would finally buy it for $1.1 billion) and Uri was thinking about his next step. He was on the board of directors of Moovit (then called Tranzmate) and thought they could use a lot of help to grow and expand internationally, following Waze’s path.

At the time, I was part of Synchronoss Technologies’ management team. After Goldman Sachs and Deutsche Bank took us public in 2006, AT&T and Apple presented us with an idea that would change the world. It was so innovative and secret that we had to sign NDAs and personal noncompete agreements to work with them. Apple was preparing to launch the first iPhone and needed a system where users could activate devices from the comfort of their homes. As such, Synchronoss’ stock became very attractive to the capital markets and ours became the best public offering of 2006.

After six years with Synchronoss while also making some forays into the field of entrepreneurship, I was ready for another challenge. With that spirit in mind, I got on the plane for Israel.

I will always remember the landing at Ben Gurion airport. After 12 hours traveling from JFK, I was called to the front of the immigration line:

“Hey! The guy in the Moovit T-shirt, please come forward!”

For a second, I thought I was in trouble, but then the immigration officer said, Welcome to Israel! We are proud of our startups and we want the world to know that we are a high-tech powerhouse,” before he returned my passport and said goodbye.

I was completely amazed by his attitude and wondered if I really knew what I was getting into.

The opportunity in front of Moovit

At first glance, the numbers seemed very attractive. In 2012, there were roughly seven billion people in the world and only a billion vehicles. Thus, many more people used mass public transport than private and users had to face not only the uncertainty of when a transport would arrive, but also what might happen to them while waiting (e.g., personal safety issues, weather, etc.). Adding more uncertainty: Many people did not know the fastest way to get from point A to point B. As designed, mass public transport was a real nightmare for users.

Uri advised us to “fall in love with the problem and not with the solution,” which is what we tried to do at Moovit. Although Waze had spawned a new transportation paradigm and helped reduce traffic in big cities, mass transit was a much bigger monster that consumed an average of two hours of each day for some people, which adds up to 37 days of each year*!

Intel has invested $132M in 11 startups this year, on track for $300M-$500M in total

When it comes to corporate venture capital, semiconductor giant Intel has shaped up to be one of the most prolific and prescient investors in the tech world, with investments in 1,582 companies worldwide, and a tally of some 692 portfolio companies going public or otherwise exiting in the wake of Intel’s backing.

Today, the company announced its latest tranche of deals: $132 million invested in 11 startups. The deals speak to some of the company’s most strategic priorities currently and in the future, covering artificial intelligence, autonomous computing and chip design.

Many corporate VCs have been clear in drawing a separation between their activities and that of their parents, and the same has held for Intel. But at the same time, the company has made a number of key moves that point to how it uses its VC muscle to expand its strategic relationships and also ultimately expand through M&A. Just earlier this month, it acquired Moovit, an Intel Capital portfolio company, for $900 million (a deal that was knocked down to $840 million when accounting for its previous investment).

The tranche of deals come at a critical time in the worlds of startups and venture investing. Many are worried that the slowdown in the economy, precipitated by the COVID-19 pandemic, will mean a subsequent slowdown in tech finance. Intel says that it plans to invest between $300 million and $500 million in total this year, so this would go some way to refuting that idea, along with some of the other monster deals and big funds that we’ve written out in the last couple of months.

The list announced today doesn’t include specific investment numbers, but in some cases the startups have also announced the fundings themselves and given more detail on round sizes. These still, however, do not reveal Intel’s specific financial stakes.

Here’s the full list:

  • Anodot uses machine learning to monitor business operations autonomously, covering areas like app performance, customer incidents and more. The idea is that using the platform to monitor for these incidents means detection and response time can be faster. The full $35 million round was announced back in April.
  • Astera Labs is a fabless semiconductor startup focused on connectivity solutions for data-centric systems to remove performance bottlenecks in compute-intensive workloads in areas like AI. It announced its Series B of an undisclosed amount two weeks ago, and prior to this it had raised just over $6 million, according to PitchBook.
  • Axonne develops next-generation high-speed automotive Ethernet network connectivity solutions for connected cars: addressing the issue of merging legacy or proprietary systems with the demands of advanced next-generation applications. Intel invested as part of a $9 million round that actually closed in March.
  • Hypersonix uses big-data analytics to determine and predict customer demand for e-commerce, retail and hospitality customers. One of its customers is Amazon — which uses Hypersonix’s platform in its supply chain division. That may come as a surprise, but according to Hypersonix’s CEO, the e-commerce giant does not have dedicated analytics teams to serve every division in the company, so sometimes they do buy from third parties. The round was actually announced at the beginning of this month: an $11.5 million deal.
  • KFBIO out of China is one of Intel’s biotechnology bets. The company has designed and built a digital pathology scanner, which aims to replace microscopes with its big data, cloud-based and AI-powered insights. The obvious connection and interest here for Intel is on the processor side, but potentially brings Intel into a sphere where it can flex its muscle around a range of AI and cloud computing applications as well. The deal was closed at the beginning of April and totals around $14.2 million.
  • Lilt has built an AI-powered language translation platform, not to compete with the likes of Google Translate for consumers, but to help those with international-facing websites and apps localise their services more efficiently. The company announced its round today: a $25 million Series B led by Intel.
  • MemVerge focuses on “in-memory” computing, an architecture that makes it easier to deploy heavy, data-centric applications. It closed its round of $24.5 million at the beginning of April, and while it’s always worked with Intel processors, Intel’s investment was not public until today.
  • ProPlus Electronics, also out of China, is an electronic design automation (“EDA”) startup that speeds up chip design and fabrication for semiconductor companies manufacturing a variety of chips at scale. It closed its round also at the beginning of April. The exact amount was undisclosed except to note that it was in the “hundreds of millions of Chinese Yuan” (or tens of millions of U.S. dollars).
  • Retrace is an under-the-radar dental data startup that uses AI to improve “dental decision making,” but according to its site seems also to focus on other healthcare areas. It’s not clear how big the round is or when it closed.
  • Spectrum Materials out of China is another stealthy company that supplies gas and other materials to semiconductor makers.
  • Xsight Labs based in Israel is building chipset designs to accelerate data-intensive workloads that you typically get with AI and analytical applications. Israel has a huge R&D centre focused on autonomous driving, one of the applications that’s going to demand a lot in processing power, so this looks like a clearly strategic bet. The company raised $25 million in February, but Intel was not disclosed in that round previously.
