The coming wave of electric vehicles will require more than thousands of charging stations. In addition to being installed, they also need to work — and today, that isn’t happening.
If a station doesn’t send out an error or a driver doesn’t report it, network providers might never know there’s even a problem. Kameale C. Terry, who co-founded ChargerHelp!, an on-demand repair app for electric vehicle charging stations, has seen these issues firsthand.
One customer assumed that poor usage rates at a particular station was due to a lack of EVs in the area, Terry recalled in a recent interview. That wasn’t the problem.
“There was an abandoned vehicle parked there and the station was surrounded by mud,” said Terry who is CEO and co-founded the company with Evette Ellis.
Demand for ChargerHelp’s service has attracted customers and investors. The company said it has raised $2.75 million from investors Trucks VC, Kapor Capital, JFF, Energy Impact Partners and The Fund. This round values the startup, which was founded in January 2020, at $11 million post-money.
The funds will be used to build out its platform, hire beyond its 27-person workforce and expand its service area. ChargerHelp works directly with the charging manufacturers and network providers.
“Today when a station goes down there’s really no troubleshooting guidance,” said Terry, noting that it takes getting someone out into the field to run diagnostics on the station to understand the specific problem. After an onsite visit, a technician then typically shares data with the customer, and then steps are taken to order the correct and specific part — a practice that often doesn’t happen today.
While ChargerHelp is couched as an on-demand repair app, it is also acts as a preventative maintenance service for its customers.
The idea for ChargerHelp came from Terry’s experience working at EV Connect, where she held a number of roles, including head of customer experience and director of programs. During her time there, she worked with 12 manufacturers, which gave her knowledge into inner workings and common problems with the chargers.
It was here that she spotted a gap in the EV charging market.
“When the stations went down we really couldn’t get anyone on site because most of the issues were communication issues, vandalism, firmware updates or swapping out a part — all things that were not electrical,” Terry said.
And yet, the general practice was to use electrical contractors to fix issues at the charging stations. Terry said it could take as long as 30 days to get an electrical contractor on site to repair these non-electrical problems.
Terry often took matters in her own hands if issues arose with stations located in Los Angeles, where she is based.
“If there was a part that needed to be swapped out, I would just go do it myself,” Terry said, adding she didn’t have a background in software or repairs. “I thought, if I can figure this stuff out, then anyone can.”
In January 2020, Terry quit her job and started ChargerHelp. The newly minted founder joined the Los Angeles Cleantech Incubator, where she developed a curriculum to teach people how to repair EV chargers. It was here that she met Ellis, a career coach at LACI who also worked at the Long Beach Job Corp Center. Ellis is now the chief workforce officer at ChargerHelp.
Since then, Terry and Ellis were accepted into Elemental Excelerator’s startup incubator, raised about $400,000 in grant money, launched a pilot program with Tellus Power focused on preventative maintenance and landed contracts with EV charging networks and manufacturers such as EV Connect, ABB and SparkCharge. Terry said they have also hired their core team of seven employees and trained their first tranche of technicians.
ChargerHelp takes a workforce-development approach to finding employees. The company only hires in cohorts, or groups, of employees.
The company received more than 1,600 applications in its first recruitment round for electric vehicle service technicians, according to Terry. Of those, 20 were picked to go through training and 18 were ultimately hired to service contracts across six states, including California, Oregon, Washington, New York and Texas. Everyone picked to go through training is paid a stipend and earn two safety licenses.
The startup will begin its second recruitment round in April. All workers are full-time with a guaranteed wage of $30 an hour and are being given shares in the startup, Terry said. The company is working directly with workforce development centers in the areas where ChargerHelp needs technicians.

The last year has been one of financial hardship for billions, and among the specific hardships is the elementary one of paying for utilities, taxes and other government fees — the systems for which are rarely set up for easy or flexible payment. Promise aims to change that by integrating with official payment systems and offering more forgiving terms for fees and debts people can’t handle all at once, and has raised $20 million to do so.
When every penny is going toward rent and food, it can be hard to muster the cash to pay an irregular bill like water or electricity. They’re less likely to be shut off on short notice than a mobile plan, so it’s safer to kick the can down the road… until a few bills add up and suddenly a family is looking at hundreds of dollars of unpaid bills and no way to split them up or pay over time. Same with tickets and other fees and fines.
The CEO and co-founder of Promise, Phaedra Ellis-Lamkins, explained that this (among other places) is where current systems fall down. Unlike buying a TV or piece of furniture, where payment plans may be offered in a single click during online checkout, there frequently is no such option for municipal ticket payment sites or utilities.
“We have found that people struggling to pay their bills want to pay and will pay at extremely high rates if you offer them reminders, accessible payment options and flexibility. The systems are the problem — they are not designed for people who don’t always have a surplus of money in their bank accounts,” she told TechCrunch.
“They assume for example that if someone makes their first payment at 10 PM on the 15th, they will have the same amount of money the next month on the 15th at 10 PM,” she continued. “These systems do not recognize that most people are struggling with their basic needs. Payments may need to be weekly or split up into multiple payment types.”
Even those that do offer plans still see many failures to pay, due at least partly to a lack of flexibility on their part, said Ellis-Lamkins — failure to make a payment can lead to the whole plan being cancelled. Furthermore, it may be difficult to get enrolled in the first place.
“Some cities offer payment plans but you have to go in person to sign up, complete a multiple-page form, show proof of income and meet restrictive criteria,” she said. “We have been able to work with our partners to use self-certification to ease the process as opposed to providing tax returns or other documentation. Currently, we have over a 90% repayment rate.”
Promise acts as a sort of middleman, integrating lightly with the agency or utility, which in turn makes anyone owing money aware of the possibility of the different payment system. It’s similar to how you might see various payment options, including installments, when making a purchase at an online shop.
The user enrolls in a payment plan (the service is mobile-friendly because that’s the only form of internet many people have) and Promise handles that end of it, with reminders, receipts and processing, passing on the money to the agency as it comes in — the company doesn’t cover the cost up front and collect on its own terms. Essentially it’s a bolt-on flexible payment mechanism that specializes in government agencies and other public-facing fee collectors.
Promise makes money by subscription fees (i.e. SaaS) and/or through transaction fees, whichever makes more sense for the given customer. As you might imagine, it makes more sense for a utility to pay a couple bucks to be more sure of collecting $500, than to take its chance on getting none of that $500, or having to resort to more heavy-handed and expensive debt collection methods.
Lest you think this is not a big problem (and consequently not a big market), Ellis-Lamkins noted a recent study from the California Water Boards showing there are 1.6 million people with a total of $1 billion in water debt in the state — one in eight households is in arrears to an average of $500.
Those numbers are likely worse than normal, given the immense financial pressure that the pandemic has placed on nearly all households — but like payment plans in other circumstances, households of many incomes and types find their own reason to take advantage of such systems. And pretty much anyone who’s had to deal with an obtusely designed utility payment site would welcome an alternative.
The new round brings the company’s total raised to over $30 million, counting $10 million it raised immediately after leaving Y Combinator in 2018. The funding comes from existing investors Kapor Capital, XYZ, Bronze, First Round, YC, Village, and others.

The United States is currently in the middle of an affordable housing crisis that’s putting the nation’s most economically insecure citizens at risk of becoming homeless even as a pandemic continues to spread across the country.
But one Atlanta startup called PadSplit is using the same model that Airbnb created (which ultimately drove up rental and housing prices across the country) to bring down costs for subsidized housing and provide relief for some of the people most at risk.
America’s second housing crisis
Twelve years after the last housing crisis in the United States caused a global economic meltdown, the U.S. is once again on the brink of another real estate-related economic disaster.
This time, it’s not speculators and investors that will carry the weight of the coming collapse, but low-income renters faced with still sky-high housing costs and no income thanks to historic unemployment caused by the nation’s COVID-19 epidemic, as Vox reported.
Before COVID-19 swept across the world, half of U.S. renters were spending roughly 30% of their income on apartments and homes. One-fifth of the population actually spent over half of their income on rent, and now, with roughly 10% of the country unemployed, that population faces eviction and the prospect of homelessness.
One-third of American families failed to make rent in June, and by September more than 20 million renters could be evicted by landlords.
Can an Airbnb model provide relief?
To solve the problem of housing insecurity, PadSplit borrows a page from the Airbnb playbook by creating a marketplace where homeowners can list rooms for rent for long-term stays.
Currently, the company manages 1,000 units in the Atlanta area and has expanded its presence into Maryland. The company’s renters include teachers, grocery store employees, restaurant workers — all people whose services are considered essential during the COVID-19 epidemic. “Forty percent of our population has been functionally homeless,” said company founder, Atticus LeBlanc. “The average income [for our renters] is $25,000 per year.”
The average age of an occupant in a PadSplit room is 39, but renters have been as young as 19 or as old as 77, according to the company.
A quick scan of PadSplit rates in the Atlanta area shows rents of roughly $140 to $250 per week for rooms in existing homes. “We are focused on longer-term stays for lower income,” said LeBlanc.
The company screens tenants and landlords, including criminal background checks and employment verification. “We sit between a hotel provider and a longer-term apartment,” said Leblanc. “Where we need to both be an immediate housing provider for people who are in difficult situations while also underwriting that [person].” Owners looking to rent on PadSplit also need to prove that they haven’t been convicted of a felony within the last seven years.

Launching PadSplit
LeBlanc, a New Orleans native turned Atlanta entrepreneur was named for Atticus Finch, the fictional lawyer whose fight for social justice in “To Kill a Mockingbird” is a staple of schoolroom lit assignments, and a model for white liberal southern gentry.
“My mother… said she wanted to give me someone to live up to,” says LeBlanc.
With a degree in architecture from Yale University, LeBlanc has run a real estate development and construction business in Atlanta for over 12 years. He launched PadSplit in 2017 after writing up the idea for the business in response to a competition from the Atlanta housing nonprofit House ATL and the nonprofit Enterprise Community Partners.
LeBlanc’s plan was selected as one of the finalists and he received a small grant from the organization and the JPMorgan Chase foundation to pursue the business.
With the help of John O’Bryan, a serial entrepreneur who had built businesses in the vacation rental industry, LeBlanc built up the marketplace that would become PadSplit, starting first in Atlanta and moving out to surrounding suburbs and into Maryland. LeBlanc later brought in Frank Furman, a Naval Academy graduate, U.S. Marine Corps veteran and former McKinsey consultant, to help grow the business.
Now the company, a Techstars accelerator graduate, has $10 million in new financing from Core Innovation Capital, Alate Partners, the Citi Impact Fund, Kapor Capital, Impact Engine and Cox Enterprises to expand PadSplit into Texas, starting with Houston, and quickly ramp up hiring.
“PadSplit provides a truly unique solution to a complicated national problem that’s becoming more dire each day,” said Arjan Schütte, founder and managing partner of Core Innovation Capital, in a statement. “We’re proud to support Atticus and the PadSplit team as they expand into new markets and introduce critical housing supply at a time when so many require affordable housing.”
Making money in affordable housing
According to LeBlanc, affordable housing is built around two things. One is the subsidy owners receive from the federal government and the second is a percentage of the cost of rentals. To convince owners that being in the affordable housing market was a good idea, LeBlanc just proved to them that they could get higher risk-adjusted returns versus other long-term rentals.
So far, that’s been proven out, he says. Through its model of fixed costs and weekly rent payments, PadSplit occupants have been able to save roughly $516 per month, according to data supplied by the company. Lowering rent has also allowed tenants to build credit, move into their own apartments and buy vehicles — or even, in some cases, houses of their own.
The company estimates it has also saved taxpayers over $203 million in subsidies by eliminating the need to build subsidized housing units. Property owners have also benefited, the company said, increasing revenues on properties by more than 60%.
And LeBlanc isn’t just the founder of PadSplit, he’s also a customer. “I rent a room downstairs in my personal home,” he said.
Ultimately, LeBlanc sees housing stability and a path to home ownership as one of the key tenets of economic equality in the United States.
“Every zoning law in America was based on a system that had no racial equity. We’re still battling those vestiges that exist in almost every jurisdiction,” he says.
And for LeBlanc the problem goes back to nearly 100 years. “If you acknowledge that racial inequality led to income stratification where it was impossible for returning Black GIs to get access to the same wealth-building opportunities that white returning GIs had… it’s no surprise that you have lower incomes by a substantial margin for African Americans as you do for whites.”
LeBlanc sees his business providing an additional revenue stream for the owners who rent properties, and an on-ramp to the financial system for people who are at risk or historically disenfranchised.
“We wanted to create a value proposition that is valuable to anyone in the housing space,” said LeBlanc.

You’d be hard-pressed to find a tech company that said it wished it had waited longer to implement on diversity and inclusion efforts. The examples of tech companies “doing it right” in this industry are few and far between, but that doesn’t mean it’s not worth trying. And for those that want to try, there’s a clear playbook to follow.
Where tech companies seem to go wrong is around implementing one-off initiatives such as unconscious bias training, employee resource groups or hiring a head of diversity and inclusion. Alone, these initiatives are not effective. But implementing those together, along with other initiatives, can create lasting change inside tech companies.
More than 10 years ago, Freada Kapor Klein, co-founder of Kapor Capital and the Kapor Center for Social Impact, published her groundbreaking book, “Giving Notice,” about the hidden biases people face in the workplace. In it, Kapor Klein laid out five key strategies as part of a comprehensive approach to addressing inclusion within tech companies. In order for it to be effective, companies must implement every single initiative.
This approach, which is applicable to this day, entails instituting policies practices and principles; implementing formal and informal problem-solving procedures; devising customized training based on organizational needs; ask more specific questions on employee surveys and break down data demographically; and ensure accountability from the top.

The microbiome testing service uBiome has placed its founders and co-chief executives, Jessica Richman and Zac Apte, on administrative leave following an FBI raid on the company’s offices last week.
The company’s board of directors have named John Rakow, currently the company’s general counsel, as its interim chairman and chief executive, the company said in a statement.
Directors of the company are also conducting an independent investigation into the company’s billing practices, which is being overseen by a special committee of the board.
It was only last week that the FBI went to the company’s headquarters to search for documents related to an ongoing investigation. What’s at issue is the way that the company was billing insurers for the microbiome tests it was performing on customers.
“As interim CEO of uBiome, I want all of our stakeholders to know that we intend to cooperate fully with government authorities and private payors to satisfactorily resolve the questions that have been raised, and we will take any corrective actions that are needed to ensure we can become a stronger company better able to serve patients and healthcare providers,” Rakow said in a statement.
”My confidence is based on the significant clinical evidence and medical literature that demonstrates the utility and value of uBiome’s products as important tools for patients, health care providers and our commercial partners.” added Mr. Rakow.
It’s been a rough few weeks for consumer companies working on developing microbiome testing services and treatments based on those diagnosis. In addition to the FBI raid, the Seattle-based company, Arivale, was forced to shut down its “consumer program” after raising more than $50 million from investors, including Maveron, Polaris Partners and ARCH Venture Partners.
UBiome is backed by investors including Andreessen Horowitz, OS Fund, 8VC, Y Combinator, DNA Capital, Crunchfund, StartX, Kapor Capital, Starlight Ventures and 500 Startups.

Let’s start this week’s newsletter with some data. Nationally, startups pulled in $30.8 billion in the first quarter of 2019, up 22 percent year-on-year, according to Crunchbase’s latest deal round-up.
A closer look at the numbers shows a big drop in angel funding and a slight decrease in mega-rounds, or financings larger than $100 million. The number of mega-rounds fell to 57 deals in Q1 and deal value was down too. With that said, mega-rounds still accounted for $16.4 billion, making Q1 2019 the second-best quarter on record for mega-rounds.
The bottom line is these monstrous deals represented a big chunk (29 percent) of all the dollars invested in U.S. startups in Q1. As investors move downstream and startups opt to stay private longer and longer, we’ll continue to see a greater pick up in mega rounds.

Once trading after the pink confetti was swept up off the floor, analysts and investors had a different story to tell about one of the first unicorns to make its public debut. Lyft began the week struggling to hit its IPO price, closing several days under that $72, despite opening with a 20 percent pop at $86. What’s going on? People are shorting the Lyft stock, looking to profit off the company’s sinking value. Things are looking up though; on Friday as I typed this newsletter, Lyft was trading at about $74 per share.

In other IPO, or shall I say, direct listing news, Slack has reportedly chosen the NYSE for its upcoming exit. A quick reminder why Slack has opted to go public via direct listing: The company doesn’t need any IPO cash thanks to the hundreds of millions of dollars on its balance sheet, but its longtime employees and investors need the liquidity. A direct listing allows it to go public without listing any new shares, with no lockup period and no intermediary bankers. The process saves it some money and expedites the process. OK, that wasn’t as brief as I intended, moving on…
Saying goodbye to venture capital
In a story that sent the entirety of Silicon Valley into a frenzy, Forbes reported that Andreessen Horowitz was denouncing its status as a venture capital firm and would register all its employees as financial advisors. For those inclined, Crunchbase News’ Alex Wilhelm and I unpacked what this means in the latest episode of Equity; for those less inclined, here’s the TLDR: For a16z to have the freedom to make riskier bets, like buying public company stock or heaps of cryptocurrency, the title of financial advisor gives them that ability.
Femtech, defined as any software, diagnostics, products and services that leverage technology to improve women’s health, has attracted some $250 million in VC funding so far this year, according to PitchBook. That puts the sector on pace to secure nearly $1 billion in investment by year-end, greatly surpassing last year’s record of $650 million. For more historical context, startups in the space brought in only $62 million in 2012, $225 million in 2014 and $231 million in 2016.
Alternative financier Clearbanc says it will invest $1 billion in 2,000 e-commerce startups in 2019. Here’s the catch: Until the companies have paid back 106 percent of Clearbanc’s investment, Clearbanc takes a percentage of their revenues every month. Clearbanc’s goal is to help companies preserve equity, favoring a revenue share model rather than the traditional VC model, which eats equity in startups in exchange for capital. I spoke to Clearbanc co-founder Michele Romanow to learn more about Clearbanc’s attempt to disrupt venture capital.

TechCrunch’s Megan Rose Dickey authored the be-all-end-all story on the shared-electric-scooter business. Here’s a quick passage: “The startup ecosystem had become accustomed to the ethos of begging for forgiveness, rather than asking for permission. But that’s not the case with electric scooters. These companies have found their entire businesses to be contingent on the continued approval from individual cities all over the world. TechCrunch has confirmed that Airbnb has invested between $150 million to $200 million in Indian hotel startup Oyo. Airbnb confirmed the existence of the deal but not the exact amount. The home-sharing giant is continuing to widen its focus beyond “unconventional” hotels as it prepares to begin selling pubic market investors on its long-term vision. Remember, this deal comes right after its big acquisition of HotelTonight.
WeWork acquired Managed by Q this week, a VC-backed startup that helps office managers and other decision-makers handle supply stocking, cleaning, IT support and other non-work related tasks in the office by simply using the Managed by Q dashboard. The company was most recently valued at $250 million, having raised a total of $128.25 million from investors such as GV, RRE and Kapor Capital.

Aclima, a San Francisco-based company which builds Internet-connected air quality sensors and runs a software platform to analyze the extracted intel, has closed a $24 million Series A to grow the business including by expanding its headcount and securing more fleet partnerships to build out the reach and depth of its pollution maps.
The Series A is led by Social Capital which is joining the board. Also participating in the round: The Schmidt Family Foundation, Emerson Collective, Radicle Impact, Rethink Impact, Plum Alley, Kapor Capital and First Philippine Holdings.
Three years ago Aclima came out of stealth, detailing a collaboration with Google on mapping air quality in its offices and also outdoors, by putting sensors on StreetView cars.
Though it has actually been working on the core problem of environmental sensing and intelligence for about a decade at this point, according to co-founder Davida Herzl.
“What we’ve really been doing over the course of the last few years is solving the really difficult technical challenges in generating this kind of data. Which is a revolution of air quality and climate change emissions data that hasn’t existed before,” she tells TechCrunch.
“Last year we announced the results of our state-wide demonstration project in California where we mapped the Bay Area, the Central Valley, Los Angeles. And really demonstrated the power of the data to drive new science, decision making across the private and public sector.”
Also last year it published a study in collaboration with the University of Texas showing that pollution is hyperlocal — thereby supporting its thesis that effective air quality mapping requires dense networks of sensors if you’re going to truly reflect the variable reality on the ground.
“You can have the best air quality and the worst air quality on the same street,” says Herzl. “And that really gives us a new view — a new understanding of emissions but actually demonstrated the need for hyperlocal measurement to protect human health but also to manage those emissions.
“That data set has been applied across a variety of scientific research including studies that really showed the linkages between hyperlocal data and cardiovascular risk. In LA our black carbon data was used to support increased filtration in schools to protect school children.”
“Our technology is really a proof point for emerging and new legislation in California that’s going to require community based monitoring across the entire state,” she adds. “So all of that work in California has really demonstrated the power of our platform — and that has really set us up to scale, and the funding round is going to enable us to take this to a lot more cities and regions and users.”
Asked about potential international expansion — given the presence of strategic investors from southeast Asia backing the round — Herzl says Aclima has had a “global view” for the business from the beginning, even while much of its early work has focused on California, adding: “We definitely have global ambitions and we will be making more announcements about that soon.”
Its strategy for growing the reach and depth of its air quality maps is focused on increasing its partnerships with fleets — so there’s a slight irony there given the vehicles being repurposed as air quality sensing nodes might themselves be contributing to the problem (Herzl sidestepped a question of whether Uber might be an interesting fleet partner for it, given the company’s current attempts to reinvent itself as a socially responsible corporate — including encouraging its drivers to go electric).
“Our mapping capabilities are amplified through our partnerships with fleets,” she says, pointing to Google’s StreetView cars as one current example (though this is not an exclusive partnership arrangement; a London air quality mapping project involving StreetView cars which was announced earlier this month is using hardware from a rival UK air quality sensor company, called Air Monitors, for example).
But flush with fresh Series A funding Aclima will be working on getting its kit on board more fleets — relying on third parties to build out the utility of its software platform for policymakers and communities.
“There’s a number of fleets that we are going to be speaking about our partnerships with but our platform can be integrated with any fleet type and we believe that is an incredible advantage and position for the company in really achieving our vision of creating a global platform for environmental intelligence to help cities and entire countries really manage climate risk at a scale that really hasn’t been possible before,” she adds.
“Our technology provides 100,000x greater spacial resolution than existing approaches and we do it at 100-1,000x cost reduction so our vision is to be the GPS of the environment — a new layer of environmental awareness and intelligence that really informs day-to-day decisions.
“We’re really excited because it’s taken really years of work. I incorporated Aclima 10 years ago and started really working on the technology around 2010. So this has taken… a tremendous amount of technical development and scientific rigor with partners… to really have the technology at a place where it’s really set up to scale.”
It finances (or part finances) the deployment of its sensors on the vehicles of fleet partners — with Aclima’s business model focused on monetizing the interpretation of the data provided by its SaaS platform. So a chunk of the Series A will be going to help pay for more sensor rollouts.
In terms of what fleet partners get back from agreeing for their vehicles to become mobile air quality sensing nodes, Herzl says it’s dependent on the partner. And Aclima’s isn’t naming any additional names on that front yet.
“It’s specific to each fleet. But I can say that in the case of Google we’re working with Google Earth outreach and the team at StreetView… to really reflect their commitment to sustainability but also to expand access to this kind of information,” she says of the perks for fleets, adding: “We’ll be talking more about that as we make announcement about our other partners.”
The Series A financing will also go on funding continued product development, with Aclima hoping to keep adding to the tally of pollutants it can identify and map — building on a list which includes the likes of CO2, methane and particulate matter.
“We have a very ambitious roadmap. And our roadmap is expansive — ultimately our vision is to make the invisible visible, across all of the pollutants and factors in the invisible layer of air that supports life. We want to make all of that visible — that’s our long term vision,” she says.
“Today we’re measuring all of the core gaseous pollutants that are regulated as well as the core climate change gases… We are not only deploying and expanding our platform’s availability but in our R&D efforts investing in next generation sensing technologies, whether it’s the tiniest PM2.5 sensor in the world to on our roadmap really having the ability to speciate COC [chlorinated organic compounds].
“We can’t do that today but are working on it and that is an area that is really important for specific communities but for industry and for policy makers as well.”
A key part of its ongoing engineering work is focused on shrinking certain sensing technologies — both in size and cost. As that’s the key to the sought for ubiquity, says Herzl.
“There’s a lot of hard work happening there to shrink [sensors],” she notes. “We’re talking about sensors that are the size of a thumb tack. Traditional technologies for this are very large, very difficult to deploy… so it’s not that capabilities don’t exist today but we’re working on shrinking those capabilities down into really, really tiny components so that we can achieve ubiquity… You have to shrink down the size but also reduce the cost so that you can deploy thousands, millions of these things.”
