If you are among those who thought that the scooter market sounded a little overhyped and overcrowded, we’ve gotten wind of a deal that could point to some impending consolidation. The on-demand scooter business Bird has agreed to acquire Scoot, a smaller two-wheeled mobility startup, sources tell TechCrunch.
The stage of the negotiations is not clear although from what our sources tell us, it sounds like the deal is not closed. Contacted for a response, both Scoot and Bird said they declined to comment on speculation.
If accurate, it would be far from a merger of equals. Scoot was last valued at around $71 million, having raised about $47 million in equity funding to date from Scout Ventures, Vision Ridge Partners, angel investor Joanne Wilson and more.
Bird is significantly larger. Led by chief executive officer Travis VanderZanden, earlier this year the company was working on a round of financing reportedly worth $300 million at a $2.3 billion valuation. We’ve been able to confirm that this round has now closed, although we don’t yet know the final amount or who the investors are. (Backers of Bird include Sequoia, Index, Charles River Ventures, Tusk Ventures, Upfront Ventures and dozens more.) Scoot would be Bird’s first full acquisition.
It’s still very early days in the scooter market in terms of consumer adoption, but that hasn’t stopped people from launching a lot of startups and raising funding to capitalise on what many believe will be a big opportunity longer term.
That promise is made bigger by the regulatory structure of the scooter market. Similar to their approach to bikes, many cities restrict the number of licenses they give out to companies to run on-street, hourly scooter services. Winning a license can give a company a near-monopoly on building a business in that city.
It also means that a combination between two companies whose geographic footprints do not overlap becomes a much cheaper and faster way of instantly creating a bigger business.
Notably, Scoot has a license to operate a pick-up/drop-off street service in the key market of San Francisco — where it competes with Skip, the only other licensed operator in the city. (Note: Bird last month did start up business again in SF, but only for the less popular offer of monthly rentals.)
What’s more, the two startups do not have any overlap in the rest of their footprints. Scoot is active in Barcelona, Spain and Santiago, Chile. Bird, on the other hand, has launched in about 100 cities spanning the U.S. and Europe, but its list does not include any of the cities where Scoot has rolled out its service.

On the vehicle front, the story is a little different. The two are providing, more or less, the same kinds of vehicles. Scoot has built out a network focused primarily on electric push scooters, seated scooters and electric bikes. Bird, meanwhile, has mostly built its service around electric push scooters, but just yesterday the company debuted its first seated vehicle to expand into a new product class.
Bird acquiring Scoot will help the two achieve better economies of scale in terms of vehicle purchasing power and device R&D.
It also helps them compete against the big boys. The market for scooters and other two-wheeled vehicles (collectively termed “micro-mobility”) is still a relatively new one, but Lyft and Uber have also waded in early to establish market share, as part of their own strategies to position themselves as the go-to platforms for any and all transportation needs.
Bird buying Scoot is one likely M&A move, but it’s not the only one.
Sources have told TechCrunch that an Uber acquisition of Skip (the other provider in SF) could also be in the works. Skip, much like Scoot, is another small player in the e-scooter market. To date, it has secured $31 million in venture capital funding from Initialized Capital, Accel and others.
Uber is already an active acquirer in the area of mico-mobility. If you remember, it acquired JUMP Bikes for $200 million in April 2018.
Uber’s acquisition of JUMP wasn’t surprising. In January 2018, the ride-hailing giant partnered with JUMP to launch Uber Bike, which lets Uber riders book JUMP bikes via the Uber app.
Other acquisitions in the nascent micro-mobility space include Lyft’s purchase of Motivate, a deal announced roughly one year ago. Motivate, the oldest and largest electric bike-share company in North America, did not disclose terms of the deal, though reports indicated it was asking for at least $250 million.
Bird — founded in 2017 — has yet to announce any acquisitions, although a spokesperson for the company said there have been quiet acqui-hires before now.
It was itself the subject of acquisition rumors for several months in 2018, too. Prior to Uber filing to go public in what was one of the most highly anticipated initial public offerings of the decade, many expected it to shell out cash for either Bird or Lime. From what we know, Uber was in discussions to acquire Bird, but ultimately it wasn’t able to meet Bird’s steep asking price.

For the first time, Uber will make contextual, personalized suggestions about the best way to get from point A to point B. The startup offers more than just cars now, and it’s starting to understand the trade-offs between price, speed, convenience and comfort amidst its multi-modal fleet. Most noticeably, you’ll soon see JUMP bikes get premier billing right alongside Uber’s other vehicles. Going a short distance and there’s a charged up bike nearby? Uber will suggest you pedal. Might need extra room for luggage on your way to the airport? UberXL and SUV will appear. Always take cheap Pools? It won’t show you a pricier Black car.
Uber is finally getting smart. It has to if it’s going to make sense of its growing patchwork of ride types without overwhelming passengers with too many options. Uber’s algorithm can help them choose. “We think there’s a lot to be gained by being a one-stop shop to get somewhere,” says Uber director of product Nundu Janakiram.
Uber now dynamically recommends different ride types
In particular, Uber could block disruption by scooter-specific startups like Spin, Bird or Skip. If those apps have no vehicles nearby or you’re going too far, they’ve got nothing to offer. But Uber can provide a competitively priced Express Pool when there’s no open-air ride available, while convincing its existing UberX riders to try a bike or scooter for quick trips when congestion is thick, thanks to its new in-house traffic estimates.

Previously, you’d get a static set of three ride options from the price class you booked from last, regardless of your destination. Meanwhile, bikes and scooters were buried in Uber’s hamburger menu sidebar or an awkward toggle at the top of the screen. The company hasn’t done a good job of communicating the definition of Select (nicer normal-sized cars) or Express Pool (walk and wait for a discount) either.
Now Uber’s homescreen can cherry pick the most relevant ride suggestions from across all price classes and vehicle types based on your trip length, destination type and personal ride history. Along with better explanations of the different options, this could get users experimenting with modes they’d never tried before. In the coming weeks, you’ll start to see bikes in these recommendations.
To make room for more suggestions, the Uber Pool option will unfold to offer both Pools and Express Pools. Uber will even point you to nicer vehicles like Black cars or XLs if UberX is surging to the point that their prices are similar. If you want to compare all the options manually, you can tap to see a list with all the specs and prices lined up.
Beyond ride recommendations, Uber is moving the address bar to the bottom of the screen so it’s closer to your thumbs (which is great as phones keep getting bigger). Finally, in the coming weeks Uber will add a dynamic message bar to the center of the homescreen. Here, depending on your pickup and drop off, it could show instructions for hailing from an airport, a discount offer, a birthday message or just a friendly “Good Morning.”
Eventually, Uber hopes to integrate public transportation ticketing like through its partner Masabi, car rentals and even multi-leg trips into its recommendations. Maybe a JUMP bike to the train, then an UberPool that’s waiting to take you to your final destination is quicker and cheaper than any one mode alone. If you’re looking at an hour-plus Uber, it might cost less to just rent a car through its partner GetAround and drive yourself. And if a scooter is by far the best ride for you but all of Uber’s are rented, it could recommend one from its partner Lime.
A new communication box is coming to the center of Uber’s homescreen
Uber’s data shows users are rapidly embracing the multi-modal future. A study found the introduction of JUMP bikes to one city led to a 15 percent increase in total Uber + JUMP trips, even though Uber use dropped 10 to 15 percent.
Even if Uber sometimes cannibalizes itself by recommending cheaper options, it’s a smart long-term strategy. Janakiram laughs that “If we wanted to optimize for revenue, we wouldn’t have shown UberX, Pool and Express Pool first for every user for the last few years.” The lifetime value of ridesharing users is so high that it’s worth losing a couple of bucks here or there to keep users from straying to multi-modal competitors like Lyft. Retention will be a key metric under scrutiny as it eyes a 2019 IPO at a potential $120 billion valuation.
“The big picture is that we want your phone to replace your personal car,” Janakiram concludes. “If we want to be a true transportation platform, we need to be everywhere our riders need to be, as well. The right ride for the right context, and what’s the right ride for you.”

Lime is waging a war against the San Francisco Municipal Transporation Agency (SFMTA), claiming that the organization acted with “unlawful bias” and “sought to punish Lime” when it chose not to award the e-scooter and dockless bike startup a permit to operate in San Francisco last month.
Lime has sent an appeal to the SFMTA, requesting an “unbiased hearing officer” reevaluate its application to participate in the city’s 12-month pilot program for e-scooter providers. The SFMTA, however, says they are “confident” they picked the right companies in Scoot and Skip.
“After a thorough, fair and transparent review process, we are confident we selected the strongest applicants to participate in the one-year scooter pilot,” a spokesperson for SFMTA said in a statement provided to TechCrunch. “Scoot and Skip demonstrated the highest level of commitment to our city’s values of prioritizing public safety, promoting equity and ensuring accountability. Lime’s appeal will go to an independent hearing officer for further consideration.”
San Francisco’s permit process came as a result of Lime and its competitors, Bird and Spin, deploying their scooters without permission in the city this March. As part of a new city law, which went into effect in June, scooter startups are not able to operate in San Francisco without a permit.
Lyft, Skip, Spin, Lime, Scoot, ofo, Razor, CycleHop, USSCooter and Ridecell all applied for said permit in June.
Lime thinks the selection process was unfair and that because it deployed scooters in the city without asking permission — the Uber model of expansion — SFMTA intentionally rejected its application despite its qualifications.
“The SFMTA ignored the fact that Scoot’s price is twice that of other applicants, including Lime, and that Scoot declined to offer any discounted cash payment option to low-income users, as required by law,” Lime wrote in a statement today. “SFMTA inexplicably avoided inclusion of these factors as evaluation criteria and instead deemed Scoot “satisfactory” because they ‘agreed to comply.’”
When Lime learned of its rejection on Aug. 30, CEO Toby Sun said he was disappointed and planned to appeal the decision.
San Franciscans deserve an equitable and transparent process when it comes to transportation and mobility. Instead, the SFMTA has selected inexperienced scooter operators that plan to learn on the job, at the expense of the public good … The SFMTA’s handling of the dockless bike and scooter share programs has lacked transparency from the beginning. We call on the Mayor’s Office and Board of Supervisors to hold the SFMTA accountable for a flawed permitting process. As a San Francisco-based company, this is where we live and work. We want to serve this community.”
Though Lime wasn’t able to successfully sway San Francisco authorities, it was given permission to operate in Santa Monica last month alongside Bird, Lyft and JUMP Bikes.
E-scooters are expected to return to the streets of San Francisco on Oct. 15.
