This Week in Apps: Snapchat clones TikTok, India bans 43 Chinese apps, more data on App Store commission changes

Welcome back to This Week in Apps, the TechCrunch series that recaps the latest in mobile OS news, mobile applications, and the overall app economy.

The app industry is as hot as ever, with a record 204 billion downloads and $120 billion in consumer spending in 2019. People now spend three hours and 40 minutes per day using apps, rivaling TV. Apps aren’t just a way to pass idle hours — they’re also a big business. In 2019, mobile-first companies had a combined $544 billion valuation, 6.5x higher than those without a mobile focus.

This week, we’re digging into more data about how the App Store commission changes will impact developers, as well as other top stories, like Snapchat’s new Spotlight feed and India’s move to ban more Chinese apps from the country, among other things.

We also have our weekly round-up of news about platforms, services, privacy, trends, and other headlines.

More on App Store Commissions

Last week, App Annie confirmed to TechCrunch around 98% of all iOS developers in 2019 (meaning, unique publisher accounts) fell under the $1 million annual consumer spend threshold that will now move App Store commissions from a reduced 15% to the standard 30%. The firm also found that only 0.5% of developers were making between $800K and $1M; only 1% were in $500K-$800K range; and 87.7% made less than $100K.

This week, Appfigures has compiled its own data on how Apple’s changes to App Store commissions will impact the app developer community.

According to its findings, of the 2M published apps on the App Store, 376K apps are a paid download, have in-app purchases, or monetize with subscriptions. Those 376K apps are operated by a smaller group of 124.5K developers. Of those developers, only a little under 2% earned more than $1M in 2019. This confirms App Annie’s estimate that 98% of all developers earned under the $1M threshold.

The firm also took a look at companies above the $1M mark, and found that around 53% were games, led by King (of the Candy Crush titles). After a large gap, the next largest categories in 2019 were Health & Fitness, Social Networking, Entertainment, then Photo & Video.

 

Of the developers making over $1M, the largest percentage — 39% — made between $1M and $2.5M in 2019.

The smallest group (1.5%) of developers making more than $1M is the group making more than $150M. These accounted for 29% of the “over $1M” crowd’s total revenue. And those making between $50M and $150M accounted for 24% of the revenue.

AppFigures also found that of those making less than $1M, most (>97%) fell into the sub $250K category. Some developes were worried about the way Apple’s commission change system was implemented — that is, it immediately upon hitting $1M and only annual reassessments. But there are so few developers operating in the “danger zone” (being near the threshold), this doesn’t seem like a significant problem. Read More.

Snapchat takes on TikTok

After taking on TikTok  with music-powered features last month, Snapchat this week launched a dedicated place within its app where users can watch short, entertaining videos in a vertically scrollable, TikTok-like feed. This new feature, called Spotlight, will showcase the community’s creative efforts, including the videos now backed by music, as well as other Snaps users may find interesting. Snapchat says its algorithms will work to surface the most engaging Snaps to display to each user on a personalized basis. Read More

India bans more Chinese apps

India, which has already banned at least 220 apps with links to China in recent months, said on Tuesday it was banning an additional 43 Chinese apps, again citing cybersecurity concerns. Newly banned apps include short video service Snack Video, e-commerce app AliExpress, delivery app Lalamove, shopping app Taobao Live, business card reader CamCard, and others. There are now no Chinese apps in the top 500 most-used apps in India, as a result. Read More.

Application security platform NeuraLegion raises $4.7 million seed led by DNX Ventures

Application security platform NeuraLegion announced today it has raised a $4.7 million seed round led by DNX Ventures, an enterprise-focused investment firm. The funding included participation from Fusion Fund, J-Ventures and Incubate Fund. The startup also announced the launch of a new self-serve, community version that allows developers to sign up on their own for the platform and start performing scans within a few minutes.

Based in Tel Aviv, Israel, NeuraLegion also has offices in San Francisco, London and Mostar, Bosnia. It currently offers NexDAST for dynamic application security testing, and NexPLOIT to integrate application security into SDLC (software development life cycle). It was launched last year by a founding team that includes chief executive Shoham Cohen, chief technology officer Bar Hofesh, chief scientist Art Linkov and president and chief commercial officer Gadi Bashvitz.

When asked who NeuraLegion views as its closest competitors, Bashvitz said Invicti Security and WhiteHat Security. Both are known primarily for their static application security testing (SAST) solutions, which Bashvitz said complements DAST products like NeuraLegion’s.

“These are complementary solutions and in fact we have some information partnerships with some of these companies,” he said.

Where NeuraLegion differentiates from other application security solutions, however, is that it was created specifically for developers, quality assurance and DevOps workers, so even though it can also be used by security professionals, it allows scans to be run much earlier in the development process than usual while lowering costs.

Bashvitz added that NeuraLegion is now used by thousands of developers through their organizations, but it is releasing its self-serve, community product to make its solutions more accessible to developers, who can sign up on their own, run their first scans and get results within 15 minutes.

In a statement about the funding, DNX Ventures managing partner Hiro Rio Maeda said, “The DAST market has been long stalled without any innovative approaches. NeuraLegion’s next-generation platform introduces a new way of conducting robust testing in today’s modern CI/CD environment.”

Melbourne-based CI/CD platform Buildkite gets $28 million AUD Series A led by OpenView

Buildkite, a Melbourne-based company that provides a hybrid continuous integration and continuous delivery (CI/CD) platform for software developers, announced today that it has raised AUD $28 million (about USD $20.2 million) in Series A funding, bringing its valuation to more than AUD $200 million (about USD $145 million).

The funding was led by OpenView, an investment firm that focuses on growth-stage enterprise software companies, with participation from General Catalyst.

This round is the company’s first since Buildkite raised about AUD $200,000 in seed funding when it was founded in 2013.

Co-founder and chief executive officer Lachlan Donald told TechCrunch that Buildkite didn’t seek more funding earlier because it was growing profitably. In fact, the company turned away interested investors “because we wanted to focus on sustainable growth and maintain control of our destiny.”

But Donald said they were open to investment from OpenView and General Catalyst because they see the two investors as “true partners as we enter and define this next generation of CI/CD.”

Buildkite’s team is small, with just 26 employees. “We’re a lean, focused team, so their expert advice and guidance will help more software teams around the world discover Buildkite,” Donald said. He added that part of the funding round will be used to give 42X returns to early investors and shareholders, and the rest will be used on product development.

In a statement about the funding, OpenView partner Mackey Craven said, “The global pandemic and the resulting economic uncertainty underlines the importance for companies to maximize efficiencies and build for growth. As the world continues to build digital-first applications, we believe Buildkite’s unique approach will be the new enterprise standard of CI/CD and we’re excited to be supporting them in realizing this ambition.”

Continuous integration gives software teams an automated way to develop and test applications, making collaboration more efficient, while continuous delivery refers to the process of pushing code to environments for further testing by other teams, or deploying it to customers. CI/CD platforms make it easier for fast-growing tech companies to test and deliver software. Buildkite says it now has more than 1,000 customers, including Shopify, Pinterest and Wayfair.

As part of the round, Jean-Michel Lemieux, Shopify’s chief technology officer, and Ashley Smith, chief revenue officer at Gatsby and OpenView venture partner, will join Buildkite’s board.

The increased use of online applications caused by the COVID-19 pandemic means there is more demand for CI/CD platform, since engineering teams need to work more quickly.

“A good example is Shopify, one of our longstanding partners. They came to us after they outgrew their previous hosted CI provider,” Donald said. “Their challenge is one we see across all of customers — they needed to reduce build time and scale their team across multiple time zones. Once they wrapped Buildkite into their development flow, they saw a 75% reduction in build wait times. They grew their team by 300% and have still been able to keep build time under 10 minutes.”

Other CI platforms available include Jenkins, CircleCI, Travis, Codeship and GitLab. Co-founder and chief technology officer Keith Pitt said one of the ways that BuildKite differentiates from its rivals is its focus on security, which prompted his interest in building the platform in the first place.

“Back in 2013, my then-employer asked that I stop using a cloud-based CI/CD platform due to security concerns, but I found the self-hosted alternatives to be incredibly outdated,” Pitt said. “I realized a hybrid approach was the solution for testing and deploying software at scale without compromising security or performance, but was surprised to find a hybrid CI/CD tool didn’t exist yet. I decided to create it myself, and Buildkite was born.”

Roblox jumps to over 150M monthly users, will pay out $250M to developers in 2020

Gaming platform Roblox, which has seen a surge of use due to the coronavirus pandemic, now has over 150 million monthly active users, up from the 115 million it announced in February before the U.S.’s shelter-in-place orders went into effect. The company also said its developer community is on pace to earn over $250 million in 2020, up from the $110 million they earned last year.

These metrics and other company news were announced over the weekend at RDC, Roblox’s annual developer conference that was held virtually for the first time because of the COVID-19 pandemic.

Roblox, to be clear, doesn’t build the games that run on its platform. Instead, offers the platform for developers to build upon, similar to the App Store. Many of its most popular games are free, monetizing as players spend on in-game items using virtual cash called Robux. Some of the company’s larger individual games, before the pandemic, would average over 10 million monthly users. And over 10 games as of February claimed more than 1 billion total visits.

Thanks to the pandemic, however, these gaming milestones have significantly increased in size.

During the first part of the year, the Roblox game Adopt Me! reached 1.615 million concurrent users and over 10 billion visits. A new game called Piggy, launched in January 2020, now has over 5 billion plays. Jailbreak surpassed 500,000 concurrent users during a live event held in April 2020.

In total, there are now 345,000 developers on the Roblox platform who are monetizing their games, and over half of Robux being spent in catalog is now being spent on user-generated content (UGC) items, in less than 12 months after the UGC catalog program began.

The more than doubling of Roblox developers’ earnings year-over-year is related to a combination of factors, including the platform’s growing game catalog, new development tools, international expansions, and of course, a pandemic that has locked kids indoors away from their friends, forcing them to go online to connect.

On notable factor driving the increased developer earnings, however, was Roblox’s recent introduction of Premium Payouts, which pays developers based on the engagement time of Premium subscribers in their game. Through this system, launched earlier this spring, developers earned $2 million in June 2020 as part of this program alone.

During the RDC event, Roblox also detailed its plans for expanded developer tools and platform updates. This includes new collaboration tools for larger development teams, which will allow developers to grant permissions to team members and contractors to work only on a certain part of their game. It will also launch a talent marketplace by the end of the year to help developers find people and resources to help with game development.

Roblox also said it will begin rolling out automatic machine translation for all supported languages, languages including Brazilian Portuguese, English, French, German, Japanese, Korean, Simplified and Traditional Chinese, and Spanish. This feature will help developers more easily reach international users with localized versions of their games.

Later this summer, Roblox said it will launch “Developer Events,” a new service that will help developers find one another in their local communities. Initially, these events will be held virtually, but will transition to in-person events when it’s safe to do so.

The company also signed its first music label partnership with Monstercat, an indie electronic music label known for its collaborations with gaming titles and artists, including Marshmello and Vicetone. The partnership has initially yielded 51 tracks for developers to use, free of charge, in their games. These include songs from a variety of EDM genres, such as Drum & Bass, Synthwave, Electro, Chillout, Electronic, Breaks, Future Bass, and more. More tracks will be added over time, Roblox says.

“The accomplishments of our developer community have eclipsed even our loftiest expectations; I am incredibly impressed by the unique and creative experiences being introduced on the Roblox platform,” said David Baszucki, founder and CEO, Roblox. “Our focus is to give developers the tools and resources they need to pursue their vision and create larger, more complex, more realistic experiences and collectively build the Metaverse.”

Roblox raised an additional $150 million in Series G funding, led by Andreessen Horowitz’s late-stage venture fund, just before the COVID-19 health crisis hit the U.S., valuing the business at $4 billion. Ahead of this, Roblox had been working to take its platform further outside the U.S. and into China, through a strategic partnership with Tencent focused on bringing its coding curriculum to the region and through added support for Chinese languages, among other things. Also with the additional funding, Roblox said it planned to help further its expansion effects, and build out more tools and its developer ecosystem.

Why AWS built a no-code tool

AWS today launched Amazon Honeycode, a no-code environment built around a spreadsheet-like interface that is a bit of a detour for Amazon’s cloud service. Typically, after all, AWS is all about giving developers all of the tools to build their applications — but they then have to put all of the pieces together. Honeycode, on the other hand, is meant to appeal to non-coders who want to build basic line-of-business applications. If you know how to work a spreadsheet and want to turn that into an app, Honeycode is all you need.

To understand AWS’s motivation behind the service, I talked to AWS VP Larry Augustin and Meera Vaidyanathan, a general manager at AWS.

“For us, it was about extending the power of AWS to more and more users across our customers,” explained Augustin. “We consistently hear from customers that there are problems they want to solve, they would love to have their IT teams or other teams — even outsourced help — build applications to solve some of those problems. But there’s just more demand for some kind of custom application than there are available developers to solve it.”

In that respect then, the motivation behind Honeycode isn’t all that different from what Microsoft is doing with its PowerApps low-code tool. That, too, after all, opens up the Azure platform to users who aren’t necessarily full-time developers. AWS is taking a slightly different approach here, though, but emphasizing the no-code part of Honeycode.

“Our goal with honey code was to enable the people in the line of business, the business analysts, project managers, program managers who are right there in the midst, to easily create a custom application that can solve some of the problems for them without the need to write any code,” said Augustin. “And that was a key piece. There’s no coding required. And we chose to do that by giving them a spreadsheet-like interface that we felt many people would be familiar with as a good starting point.”

A lot of low-code/no-code tools also allow developers to then “escape the code,” as Augstin called it, but that’s not the intent here and there’s no real mechanism for exporting code from Honeycode and take it elsewhere, for example. “One of the tenets we thought about as we were building Honeycode was, gee, if there are things that people want to do and we would want to answer that by letting them escape the code — we kept coming back and trying to answer the question, ‘Well, okay, how can we enable that without forcing them to escape the code?’ So we really tried to force ourselves into the mindset of wanting to give people a great deal of power without escaping to code,” he noted.

There are, however, APIs that would allow experienced developers to pull in data from elsewhere. Augustin and Vaidyanathan expect that companies may do this for their users on tthe platform or that AWS partners may create these integrations, too.

Even with these limitations, though, the team argues that you can build some pretty complex applications.

“We’ve been talking to lots of people internally at Amazon who have been building different apps and even within our team and I can honestly say that we haven’t yet come across something that is impossible,” Vaidyanathan said. “I think the level of complexity really depends on how expert of a builder you are. You can get very complicated with the expressions [in the spreadsheet] that you write to display data in a specific way in the app. And I’ve seen people write — and I’m not making this up — 30-line expressions that are just nested and nested and nested. So I really think that it depends on the skills of the builder and I’ve also noticed that once people start building on Honeycode — myself included — I start with something simple and then I get ambitious and I want to add this layer to it — and I want to do this. That’s really how I’ve seen the journey of builders progress. You start with something that’s maybe just one table and a couple of screens, and very quickly, before you know, it’s a far more robust app that continues to evolve with your needs.”

Another feature that sets Honeycode apart is that a spreadsheet sits at the center of its user interface. In that respect, the service may seem a bit like Airtable, but I don’t think that comparison holds up, given that both then take these spreadsheets into very different directions. I’ve also seen it compared to Retool, which may be a better comparison, but Retool is going after a more advanced developer and doesn’t hide the code. There is a reason, though, why these services were built around them and that is simply that everybody is familiar with how to use them.

“People have been using spreadsheets for decades,” noted Augustin. “They’re very familiar. And you can write some very complicated, deep, very powerful expressions and build some very powerful spreadsheets. You can do the same with Honeycode. We felt people were familiar enough with that metaphor that we could give them that full power along with the ability to turn that into an app.”

The team itself used the service to manage the launch of Honeycode, Vaidyanathan stressed — and to vote on the name for the product (though Vaidyanathan and Augustin wouldn’t say which other names they considered.

“I think we have really, in some ways, a revolutionary product in terms of bringing the power of AWS and putting it in the hands of people who are not coders,” said Augustin.

This Week in Apps: Protests impact app stores, FTC fines app developer, kids’ app trends

In this Extra Crunch series, we help you keep up with the latest news from the world of apps, delivered on a weekly basis.

This week, we’re taking a look at how the civil unrest and George Floyd protests played out across the app stores. The events led some apps — including private messaging apps, police scanners and alerting apps, and other social communication apps — to surge, and even break records. Google decided to delay the launch of Android 11 beta 1 in light of the recent events.

We’re also keeping up with COVID-19 apps and how the pandemic is changing app usage and consumer behavior. How the George Floyd protests impacted the app stores

Protests drive downloads of police scanners 

Downloads of police scanner apps, tools for private communication and mobile safety apps hit record numbers last weekend in the U.S., amid the nationwide protests over the police killing of George Floyd, as well as the systemic problems of racial prejudice that plague the American justice system. According to data from app store intelligence firm Apptopia, top U.S. police scanner apps were downloaded a combined 213,000 times last weekend, including Friday — a 125% increase from the weekend prior and a record number for this group of apps.

The group of top apps included those with similar, if somewhat generic, titles, such as Scanner Radio – Fire and Police Scanner, Police Scanner, 5-0 Radio Police Scanner, Police Scanner Radio & Fire and Police Scanner +.

Citizen, Signal and others spike during protests

In addition to tracking police movements with scanners, protestors organized and communicated on secure messaging app Signal. Meanwhile, community safety app Citizen, which sends out police alerts, also saw a jump in usage. According to Apptopia, Citizen and Signal both set daily download records, Vox noted earlier this week.

Citizen’s app lets users see “incidents,” based on radio communications with 911 dispatchers, police, fire departments and other emergency responders. The app uses high-powered scanners to tune into public radio channels, then digitizes and transcribes the audio, and turns those into incidents placed on the map. But the app is popular because it’s more than a police scanner; it includes a social networking layer where users can react and comment. 

Based on more recent data provided to TechCrunch by Sensor Tower, Citizen was installed around 620,000 times by first-time users in the U.S. during the past week, an increase of about 916% compared to the week prior. First-time installs reached a record 150,000 on June 2, nearly 12x the app’s average of 13,000 daily first-time installs during May. On average, the app was downloaded close to 86,000 times per day, or 6.6x larger than May’s daily average. The app grew to be as high as No. 4 on Tuesday, June 2 on the U.S. App Store, and is now No. 32 Overall on the top free charts.

The firm also estimated that Signal had been installed by approximately 135,000 first-time users in the U.S. during the past week across the app stores. This figure represented growth of 165% from the preceding seven days, or about 2.6x that total of approximately 51,000 new installs. Signal averaged about 19,000 installs per day over the past seven days.

For comparison’s sake, Signal was downloaded around 269,000 times in all of May and its average daily number of installs was 9,000. That makes the average for the past week about 2x higher.

Signal is currently ranked at No. 137 among the top free iPhone apps on the U.S. App Store. Earlier, it was ranked at No. 107 on Tuesday, June 2.

This week, Signal also added built-in face blurring for photos, to help better secure the sharing of sensitive information across its network.

Nextdoor and Neighbors by Ring

The civil unrest also impacted neighborhood networking app installs, as communities looked to share information about the protests with one another. Social networking app for neighbors Nextdoor was installed by 185,000 first-time users in the U.S. over the past week, an increase of 26% from 147,000 installs in the week prior. The app also jumped up nearly 50 places in the U.S. App Store rankings, moving from No. 2,014 to No. 156 in the top free iPhone apps chart.

Amazon-owned Neighbors by Ring, where neighbors share alerts, including security camera footage, was installed by 36,000 first-time users in the past week, an increase of 89% from its approximately 19,000 installs the week prior.

Twitter has a record-breaking week as users looked for news of protests and COVID-19

Civil unrest due to the nationwide George Floyd protests drove Twitter to see a record number of new installs this week, according to data from two app store intelligence firms, Apptopia and Sensor Tower. While the firms’ exact findings differed in terms of the total number of new downloads or when records were broken, the firms agreed that Twitter’s app had its largest-ever week, globally.

The app saw at least 677,000 installs at its highest point, Apptopia said. Sensor Tower said it topped 1 million. Twitter also broke a record for daily active users on Twitter in the U.S., when some 40 million people in the U.S. logged into the app on June 3, Apptopia noted. For comparison’s sake, Twitter reported its app had 31 million “monetizable” daily active users (mDAUs) in the U.S. in Q4 2019, which grew to 33 million in Q1 2020.

The spike in installs was attributed to the protests, which were being watched by a global audience, and COVID-19, which continued to spread in worldwide markets.

Apps turn their icons black in support of George Floyd protests 

A small handful of apps did the equivalent of the Instagram black square by turning their icons black this week as a gesture of support toward the protests and civil rights. Participating apps included Reddit, Joss & Main and Shop Avani, for instance. Moves like this can be criticized as being merely performative, but one of the companies involved — Reddit — later followed up with real action. Reddit co-founder Alexis Ohanion on Friday announced he was resigning as a member of the Reddit board, and is now urging them to fill his seat with a black candidate. He also said he would use his future gains from Reddit stock to serve the black community, starting with a $1 million pledge to Colin Kaepernick’s Know Your Rights Camp.

This Week in Apps: Facebook takes on Shopify, Tinder considers its future, contact-tracing tech goes live

Welcome back to This Week in Apps, the Extra Crunch series that recaps the latest OS news, the applications they support and the money that flows through it all.

The app industry is as hot as ever, with a record 204 billion downloads and $120 billion in consumer spending in 2019. People are now spending three hours and 40 minutes per day using apps, rivaling TV. Apps aren’t just a way to pass idle hours — they’re a big business. In 2019, mobile-first companies had a combined $544 billion valuation, 6.5x higher than those without a mobile focus.

This week we’re continuing to look at how the coronavirus outbreak is impacting the world of mobile applications. Notably, we saw the launch of the Apple/Google exposure-notification API with the latest version of iOS out this week. The pandemic is also inspiring other new apps and features, including upcoming additions to Apple’s Schoolwork, which focus on distance learning, as well as Facebook’s new Shops feature designed to help small business shift their operations online in the wake of physical retail closures.

Tinder, meanwhile, seems to be toying with the idea of pivoting to a global friend finder and online hangout in the wake of social distancing, with its test of a feature that allows users to match with others worldwide — meaning, with no intention of in-person dating.

COVID-19 apps in the news

  • Fitbit app: The fitness tracker app launched a COVID-19 early detection study aimed at determining whether wearables can help detect COVID-19 or the flu. The study will ask volunteers questions about their health, including whether they had COVID-19, then pair that with activity data to see if there are any clues that could be used to build an early warning algorithm of sorts.
  • U.K. contact-tracing app: The app won’t be ready in mid-May as promised, as the government mulls the use of the Apple/Google API. In testing, the existing app drains the phone battery too quickly. In addition, researchers have recently identified seven security flaws in the app, which is currently being trialed on the Isle of Wight.

Apple launches iOS/iPadOS 13.5 with Face ID tweak and contact-tracing API

Apple this week released the latest version of iOS/iPadOS with two new features related to the pandemic. The first is an update to Face ID which will now be able to tell when the user is wearing a mask. In those cases, Face ID will instead switch to the Passcode field so you can type in your code to unlock your phone, or authenticate with apps like the App Store, Apple Books, Apple Pay, iTunes and others.

Technology can help health officials rapidly tell someone they may have been exposed to COVID-19. Today the Exposure Notification API we created with @Google is available to help public health agencies make their COVID-19 apps effective while protecting user privacy.

The other new feature is the launch of the exposure-notification API jointly developed by Apple and Google. The API allows for the development of apps from public health organizations and governments that can help determine if someone has been exposed by COVID-19. The apps that support the API have yet to launch, but some 22 countries have requested API access.

WWDC goes virtual June 22

Apple announced this week its plans for a virtual version of its Worldwide Developer Conference. The company will host its WWDC 2020 event beginning on June 22 in the Apple Developer app and on the Apple Developer website for free for all developers.

It will be interesting to see how successfully Apple is able to take its developer conference online. After all, developers could already access the sessions and keynotes through videos — but the real power of the event was in the networking and being able to talk to Apple engineers, ask questions, get hands-on help and see how other developers are using Apple technologies to innovate. Unless Apple is planning a big revamp of its developer site and app that would enable those connections, it seems this year’s event will lack some of WWDC’s magic.

The company also announced the Swift Student Challenge, an opportunity for student developers to showcase their coding by creating their own Swift playground.

New Google Play policies to cut down on ‘fleeceware,’ deepfakes, and unnecessary location tracking

Google is today announcing a series of policy changes aimed at eliminating untrustworthy apps from its Android app marketplace, the Google Play store. The changes are meant to give users more control over how their data is used, tighten subscription policies and help prevent deceptive apps and media — including those involving deepfakes — from becoming available on the Google Play Store.

Background Location

The first of these new policies is focused on the location tracking permissions requested by some apps.

Overuse of location tracking has been an area Google has struggled to rein in. In Android 10, users were able to restrict apps’ access to location while the app was in use, similar to what’s been available on iOS. With the debut of Android 11, Google decided to give users even more control with the new ability to grant a temporary “one-time” permission to sensitive data, like location.

In February, Google said it would also soon require developers to get user permission before accessing background location data, after noting that many apps were asking for unnecessary user data. The company found that a number of these apps would have been able to provide the same experience to users if they only accessed location while the app was in use — there was no advantage to running the app in the background.

Of course, there’s an advantage for developers who are collecting location data. This sort of data can be sold to third-party through trackers that supply advertisers with detailed information about the app’s users, earning the developer additional income.

The new change to Google Play policies now requires that developers get approval to access background location in their apps.

But Google is giving developers time to comply. It says no action will be taken for new apps until August 2020 or on existing apps until November 2020.

“Fleeceware”

A second policy is focused on subscription-based apps. Subscriptions have become a booming business industry-wide. They’re often a better way for apps to generate revenue as opposed to other monetization methods — like paid downloads, ads or in-app purchases.

However, many subscription apps are duping users into paying by not making it easy or obvious how to dismiss a subscription offer in order to use the free parts of an app, or not being clear about subscription terms or the length of free trials, among other things.

The new Google Play policy says developers will need to be explicit about their subscription terms, trials and offers, by telling users the following:

  • Whether a subscription is required to use all or parts of the app (and if not required, allow users to dismiss the offer easily).
  • The cost of the subscription.
  • The frequency of the billing cycle.
  • Duration of free trials and offers.
  • The pricing of introductory offers.
  • What is included with a free trial or introductory offer.
  • When a free trial converts to a paid subscription.
  • How users can cancel if they do not want to convert to a paid subscription

That means the “fine print” has to be included on the offer’s page, and developers shouldn’t use sneaky tricks like lighter font to hide the important bits, either.

For example:

This change aims to address the rampant problem with “fleeceware” across the Google Play store. Multiple studies have shown subscription apps have gotten out of control. In fact, one study from January stated that over 600 million Android users had installed “fleeceware” apps from the Play Store. To be fair, the problem is not limited to Android. The iOS App Store was recently found to have an issue, too, with more than 3.5 million users having installed “fleeceware.” 

Developers have until June 16, 2020 to come into compliance with this policy, Google says.

Deepfakes

The final update has to do with the Play Store’s “Deceptive Behavior” policy.

This wasn’t detailed in Google’s official announcements about the new policies, but Google tells us it’s also rolling out updated rules around deceptive content and apps.

Before, Google’s policy was used to restrict apps that tried to deceive users — like apps claiming a functionally impossible task, those that lied in their listing about their content or features or those that mimicked the Android OS, among others.

The updated policy is meant to better ensure all apps are clear about their behavior once they’re downloaded. In particular, it’s meant to prevent any manipulated content (aka “deepfakes”) from being available on the Play Store.

Google tells us this policy change won’t impact apps that allow users to make deepfakes that are “for fun” — like those that allow users to swap their face onto GIFs, for example. These will fall under an exception to the rule, which allows deepfakes that are “obvious satire or parody.”

However, it will take aim at apps that manipulate and alter media in a way that isn’t conventionally obvious or acceptable.

For example:

  • Apps adding a public figure to a demonstration during a politically sensitive event.
  • Apps using public figures or media from a sensitive event to advertise media altering capability within an app’s store listing.
  • Apps that alter media clips to mimic a news broadcast.

In particular, the policy will focus on apps that promote misleading imagery that could cause harm related to politics, social issues or sensitive events. The apps must also disclose or watermark the altered media if it isn’t clear the media has been altered.

Similar bans on manipulated media have been enacted across social media platforms, including Facebook, Twitter and WeChat. Apple’s App Store Developer Guidelines don’t specifically reference “deepfakes” by name, however, though it bans apps with false or defamatory information, outside of satire and humor.

Google says the apps currently available on Google Play have 30 days to comply with this change.

In Google’s announcement, the company said it understood these were difficult times for people, which is why it’s taken steps to minimize the short-term impact of these changes. In other words, it doesn’t sound like the policy changes will soon result in any mass banning or big Play Store clean-out — rather, they’re meant to set the stage for better policing of the store in the future.
